PUBLIC HEALTH SERVICIS
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202
209/468-3420
December 6, 2000 00py
Elite IV Contractors, Inc.
2535 Wigwam Drive
Stockton, CA 95205
Re: Tiger Express Stores, 1399 E. Yosemite Avenue, Manteca
An addendum to the permit application (SR0023378) was submitted to the Environmental Health
Division (EHD) on November 30, 2000. The addendum listed the new leak detection equipment
installed at the above-referenced site. After review of the addendum, it was noted that the two
annular sensors (Veeder-Root 794390-420) installed for the regular unleaded and premium
unleaded tanks were designed for steel tanks. According to the tank records, the tanks at this
location are double-wall fiberglass tanks.
In a conversation with Elite IV staff on December 6, 2000, EHD staff was informed that the
interstitial space on the regular and premium unleaded tanks has been converted to a brine-filled
interstitial space. EHD staff was further informed that the annular sensors designed for
fiberglass tanks would not fit in the tank riser, therefore a modified sensor for steel tanks had
been used.
The tanks may only be converted to a brine-filled interstitial under the supervision of the tank
manufacturer. The tank records indicate that the manufacturer is Owens-Corning (now Fluid
Containment). The retrofit must be conducted by an authorized representative of the tank
manufacturer, or the retrofit must be considered an approved repair by the tank manufacturer.
The repair must not void the tank manufacturer's warranty, and must be done under permit with
the EHD. Documentation must be submitted to the EHD that both the regular and premium
unleaded tanks have been properly retrofitted in this manner.
The leak detection equipment used for these tank systems must be state approved and listed in
the State of California List of Leak Detection Equipment and Methods for Underground Storage
Tanks (LG 113-14). The leak detection equipment must be compatible with the tank material
and design.
EHD staff will conduct further review of the permit application when the above documentation
has been submitted.
A Division of San Joaquin County Health Care Services
