Grant Line Rd., Tracy Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> ROUTINE HAZARDOUS WASTE GENERATOR INSPECTION <br /> ** Checklist left on site at time of inspection (8/6/10). Inspection report completed on 8/10/10. <br /> Class II Violations: (7, 8, 17, 30, 85) <br /> 7. Two 55 gallon poly drums of waste, with blank 'non-hazardous waste' stickers, and two unlabeled 55 <br /> gallon metal drums of waste were observed in the hazardous waste storage area. Liquid was observed <br /> in one of the metal drums. Per owner, all four containers have been stored on site since he purchased <br /> the property five years ago and the contents of all the containers are unknown. A person who generates <br /> a waste shall determine if that waste is a hazardous waste using the methods in California Code of <br /> Regulations, Title 22, section 66262.11. Immediately make a hazardous waste determination in <br /> accordance with Title 22 regulations or dispose of as hazardous waste using a licensed hazardous <br /> waste hauler. If the contents are determined to be hazardous, submit a copy of the hazardous waste <br /> disposal manifests to the EHD within 30 days (9/10/10). If the contents are determined to be non- <br /> hazardous, submit a copy of the hazardous waste analysis results for each container showing the <br /> contents are non-hazardous to the EHD within 30 days (9/10/10). These results must be submitted to <br /> the EHD for review prior to disposal as a non-hazardous waste. (REPEAT VIOLATION) <br /> 8. The EPA ID number for this facility (CAL000293120) has been inactive since June 30, 2006. A <br /> generator shall not treat, store, dispose of, transport, or offer for transportation, hazardous waste without <br /> having received an active EPA identification number. Immediately renew the current EPA ID number for <br /> this facility, or obtain a new EPA ID number from the Department of Toxic Substances Control (DTSC). <br /> Submit a copy of the application sent to DTSC, to the EHD within 30 days (9/10/10). (REPEAT <br /> VIOLATION) <br /> 17. The walkways between containers in the hazardous waste storage area are covered by junk and <br /> trash, which must be climbed over in order to access the full storage area. The owner or operator shall <br /> maintain aisle space to allow the unobstructed movement of personnel, fire protection equipment, spill <br /> control equipment, and decontamination equipment to any area of the facility in an emergency. <br /> Immediately remove all junk and trash from the hazardous waste storage area and provide adequate <br /> aisle space.
