Facilities shall be maintained and operated to minimize the possibility of a <br /> fire, explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health or the <br /> environment. Immediately Immediately make all necessary alterations to prevent leaks from the fuel filters to the <br /> environment. <br /> This is a Class II violation. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> The fire extinguisher on site had an annual maintenance date of 12/1/15. All facility communications or alarm <br /> systems, fire protection equipment, spill control equipment, and decontamination equipment, where required, shall be <br /> tested and maintained as necessary to assure its proper operation in time of emergency. Immediately begin this <br /> practice and conduct all necessary fire extinguisher maintenance. <br /> This is a Class II violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Bills of lading for the recycling of used oil filters for the last three years were not found on site. A copy of each bill of <br /> lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters <br /> for the last three years, maintain them on site, and submit copies to the EHD. <br /> A 5 gallon white plastic bucket of used gasoline and diesel filters was observed with no lid and no label. According <br /> to maintenance records on site, these filters were removed from the dispensers on 1/25/17. Used filters shall be <br /> drained of free-flowing oil and fuel, stored in a closed, rainproof container, labeled as"drained used oil and gasoline <br /> filters," and marked with an accumulation start date. Immediately label and close this container, and ensure that all <br /> used oil fuel filters are managed in this way. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 14, 2017. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
