Main Street Stockton, CA. 95202-3029 RE: Hazardous Waste Program Inspection,June 9, 2010. Dear Mr. Naidu, We have reviewed your Hazardous Waste Program Inspection Report conducted at the Ripon Flying J on June 9, 2010.The inspection noted the following violations which are addressed below: Contingency Plan &Training#49- Facility personnel training record is incomplete. Pursuant to California Code of Regulation section 66265.16 personnel training record must contain at least the following information, name of employee,job title,job description, and the training received. On attachment 1 you will find copies of the latest training records completed by the Designated Operator. Additionally, 1 included copies of our wed based interactive training that Flying J provides for its personnel. The courses are assigned according to job titles and areas of responsibility. We feel that our current training program exceed the current requirements, however, we are always looking for ways to improve and grow our compliance levels and would invite any suggestions to better our current programs. Manifest & Bills of Landing#61 & 62- Facility did not have a copy of the manifest number 004202583JJK (5/29/10) and was received from the transporter during the inspection. Pursuant to CCR section 66262.42(a) and (b) a facility must make an effort to check the status of the waste and within 45 days file an exception report to the department being practice immediately. As reviewed during the time of inspection Flying J was not aware that a second CAL EPA ID number was active for the site, nor that the contractor(Charles E. Thomas), responsible for the UST upgrade on May of 2009, has used this ID number for the hauling of the removed pipe and the piping rinseate.
