1.2 Certification Statement (section 40cfr112.6(a)(1) <br /> Professional Engineer Certification (40cfr112.3(d) <br /> CERTIFICATION <br /> I hereby certify that we have examined the facility and being familiar with the <br /> provisions of 40CFR112 as well as APSA (California), attest that this SPCC Plan <br /> has been prepared in accordance with good engineering practices. This facility <br /> has greater than 10,000 gallons storage capacity and is not likely to cause <br /> substantial harm to a navigable waterway. The Professional Engineer certifies <br /> herein that he is familiar with the SPCC Pule, has caused his representative(s) to <br /> have visited and examined this facility, and that this SPCC plan has been <br /> prepared in accordance with accepted and sound industry practices and <br /> standards; procedures for required inspections and testing have been <br /> established. The Plan is being fully implemented: the facility meets the <br /> qualifications criteria set forth under section 112.3(g) of 40CFR as well as APSA <br /> (California)';the Plan includes equivalence measures as required regarding test <br /> procedures; the Plan does NOT include determinations of impracticability under <br /> section 112.7(d) and the Plan and individuals responsible for implementing the <br /> Plan have the full approval of Management/Ownership and the Owner/Operator <br /> of the facility has committed the necessary resources to fully implement the Plan. <br /> This PE certifies that the AST integrity test protocols as outlined in Appendix F <br /> represent current guidelines under Chapter 7-Regional Inspectors Guide of the <br /> US EPA to avoid "destructive testing" procedures and, in accordance with section <br /> 112.3(d), the test methods and procedures are of good engineering practice and <br /> are based upon industry standards as promulgated by UL, ULC and SwRI. In <br /> addition, recommended practices, safety considerations, and requirements of <br /> other federal, state, or local regulations have been considered in the <br /> development and PE certification of the SPCC plan. <br /> I hereby certify that the above information on Certification is true and accurate to <br /> the best of my ability, and that all items under this SPCC Plan have been and/or <br /> will be fully implemented. <br /> Printed Name of Registered P.E. <br /> Signature of Registered P.E. <br /> (Seal) <br /> Date Registration Number State <br />
