The SPCC plan calls for a <br /> certified STI SP-001 integrity inspection"as soon as possible"since the tanks could not be dated. The SPCC plan <br /> or the inspection checklists in th eSPCC plan do not address the inspection of interstitial space of double walled <br /> tanks, as required by SP-001 inspection checklists. Each aboveground container shall be tested and inspected for <br /> integrity on a regular schedule and whenever repairs are made. The qualifications of personnel performing tests <br /> and inspections,frequency and type of testing and inspections that take into account container size, configuration, <br /> and design shall be determined in accordance with industry standards. Examples of these integrity tests include, <br /> but are not limited to:visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic <br /> emissions testing, or other systems of non-destructive testing. Comparison records and other records of <br /> inspections and tests must be maintained on site. Immediately conduct the necessary testing and submit a copy of <br /> the test results to the EHD, or provide equivalence as allowed by CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> 720 CFR 112.8(d)(1)Failed to provide corrosion protection for buried piping. <br /> The SPCC plan does not adress buried piping in the facility. Pipiing from the two 15,000 gallon tanks was observed <br /> to go underground to dispensers. Corrosion protection was not evident and appeared to be single walled piping. <br /> Buried piping that is installed or replaced after August 16, 2002, shall be provided with a protective wrapping and <br /> coating and cathodically protected. Immediately provide all buried piping installed on or after August 16, 2002, a <br /> protective wrapping and coating and cathodic protection. <br /> This is a Class II violation. <br /> 723 CFR 112.8(d)(4)Failed to regularly inspect aboveground valves, piping, and appurtenances. <br /> The SPCC plan does not discuss this section. Facility had aboveground and underground piping. Regularly inspect <br /> all aboveground valves, piping, and appurtenances.
