SANJ O 1` Q U I `IA,II, Environmental Health Department
COUNTY
Aboveground Petroleum Storage Act Inspection Report
Facility Name: Facility Address: Date:
MCLANE FOODSERVICE DISTRIBUTION 800 PESCADERO RD, TRACY January 09, 2019
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item# Remarks
711 CFR 112.8(c)(6)Failed to perform scheduled tank tests or inspections by appropriately qualified personnel.
The two 15,000 gallon diesel tanks were not tested on schedule by qualified personnel. The SPCC plan calls for a
certified STI SP-001 integrity inspection"as soon as possible"since the tanks could not be dated. The SPCC plan
or the inspection checklists in th eSPCC plan do not address the inspection of interstitial space of double walled
tanks, as required by SP-001 inspection checklists. Each aboveground container shall be tested and inspected for
integrity on a regular schedule and whenever repairs are made. The qualifications of personnel performing tests
and inspections, frequency and type of testing and inspections that take into account container size, configuration,
and design shall be determined in accordance with industry standards. Examples of these integrity tests include,
but are not limited to:visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic
emissions testing, or other systems of non-destructive testing. Comparison records and other records of
inspections and tests must be maintained on site. Immediately conduct the necessary testing and submit a copy of
the test results to the EHD, or provide equivalence as allowed by CFR 112.7(a)(2).
This is a Class II violation.
720 CFR 112.8(d)(1)Failed to provide corrosion protection for buried piping.
The SPCC plan does not adress buried piping in the facility. Pipiing from the two 15,000 gallon tanks was observed
to go underground to dispensers. Corrosion protection was not evident and appeared to be single walled piping.
Buried piping that is installed or replaced after August 16, 2002, shall be provided with a protective wrapping and
coating and cathodically protected. Immediately provide all buried piping installed on or after August 16, 2002, a
protective wrapping and coating and cathodic protection.
This is a Class II violation.
723 CFR 112.8(d)(4)Failed to regularly inspect aboveground valves, piping, and appurtenances.
The SPCC plan does not discuss this section. Facility had aboveground and underground piping. Regularly inspect
all aboveground valves, piping, and appurtenances. During the inspection you must assess the general condition of
items, such as flange joints, expansion joints, valve glands and bodies, catch pans, pipeline supports, locking of
valves, and metal surfaces. You must also conduct integrity and leak testing of buried piping at the time of
installation, modification, construction, relocation, or replacement.Amend the SPCC plan to include a discussion of
all applicable sections.
This is a Class II violation.
FA0018371 PR0528616 SCO01 01/09/2019
EHD 28-01 Rev.09/27/2018 Page 7 of 8 Aboveground Petroleum Storage Act OIR
1868 E.
