SAN aOAHIN
AM pEp Environmental Health Department
--C C_)U i'J I
Underground Storage Tank Program Inspection Report
Facility Name: Facility Address: Date:
QUICK SHOP 2072 W YOSEMITE AVE, MANTECA December 18, 2018
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item # Remarks
315 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003).
Liquid was observed in the UDC 5/6 sump. If water could enter into the secondary containment by precipitation or
infiltration, it must be removed and disposed of properly. The service technician removed 5 cups of liquid from UDC
5/6 sump. Ensure that all sumps and annular spaces are maintained free of liquid.
This was corrected while inspector was on site.
This is a repeat violation, Class II.
319 CCR 2635, 2637.1, 2665, 2712 No spill bucket, failed to contain 5 gallons, no means to keep it empty, or failed to be
tested.
The Diesel direct-bury spill container failed when tested. All spill containers shall have a minimum capacity of five
gallons and be capable of containing a spill or overfill until it is detected or cleaned up. Immediately discontinue
deposition of petroleum into this tank until the component is repaired or replaced by a properly licensed, trained, and
certified contractor under permit and inspection of the EHD. The Diesel spill container had red tag#4210 affixed
prior to the inspection, because this spill container is direct buried, the red tag will remain on the Diesel tank until
repairs are completed.
This is a repeat violation, Class II.
320 CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill
prevention.
The Mechanical overfill prevention system used as the overfill prevention system is not currently functional on the
100 octane, 110 octane, 87 (1) product, 87 (2) product, and 91 product UST system because it is set above 95%.
Immediately repaired or replaced by a properly licensed, trained, and certified contractor under permit and
inspection of the EHD. If the failed component can't be replaced immediately, there is a possibility that the 100
octane, 110 octane, 87 (1) product, 87 (2) product, and 91 product UST system may be red tagged to prevent fuel
inputs. The operator, Pete Chahoud, is aware of the failures and provided a statement to the inspector stating that
he would repair and retest with passing results by 1/18/19 or he would be red tagged.
This is a Class II violation.
329 HSC 25298 Failed to comply with all permanent closure requirements.
This UST system was found to be illegally abandoned. No person shall abandon an UST system without complying
with the requirements of HSC 25298. Immediately obtain a permit from the EHD to remove this UST system. A
"Failure to Obtain a Permit" penalty applies.
The operator provided a statement to close this violations while the inspector was on site.
This was corrected on site.
This is a repeat violation, Class II.
Overall Inspection Comments:
An inspection report was provided to the facility operator on the day of inspection. The report was amended by
FA0004625 PR0231426 SC333 12/18/2018
EHD 23-01 Rev.09/28/2018 Page 8 of 9 Underground Storage Tank Program OR
1868 E.
