I also received Bob Allen's (CDM) voice mail regarding this
matter.
I have spoken to and copied this email to Mr. Anand Mamidi [ (916) 464-48531 with our
permitting department. The City of Stockton would need to apply for a General Order permit
to conduct the dewatering activities. Mr. Mamidi will be processing the request for
coverage for the dewatering wells. He will probably require the City to submit a Report
of Waste Discharge (RoWD) prior to preparing the permit. So I guess the next step is for
Kevin to contact Mr. Mamidi directly for information on preparing a RoWD.
I understand from Mr. Allen's phone voice mail that the dewatering wells will be several
hundred feet down gradient of the plume. I will work with Mr. Mamidi to incorporate the
appropriate monitoring requirements and contingencies, if necessary, into the permit.
Brian Taylor P.G
AGT Program
Central Valley Regional Water Quality Control Board 11020 Sun Center Drive Rancho Cordova,
Ca. 95670
(916) 464-4811
>>> "Steven Shih [EH] " <sshih@sjcehd.com> 03/31/2010 8:50 AM >>>
Hello Kevin:
Thanks for contact San Joaquin County Environmental Health Department (SJCEHD) .
California Water Code 13710 exempts the wells used for the purpose of
(1) dewatering excavation during construction or (2) stabilizing hillside or earth
embankments. In San Joaquin County, the dewatering well for construction is exempt from
SJC Well Standard except in the known contamination area per San Joaquin County
Development Title 9-1115.5. Upon further review, there is MTBE plume on 15135 Eight Mile
Rd, H & H Marina, and it is under the cleanup and abatement order by California Regional
Water Quality Control Board (RWQCB) , Central Valley Region. The contact person for this
project at RWQCB is Brian Taylor @
(916) 464-4615. Please contact him and obtain RWQCB's approval. SJCEHD can not approve
the installation of any dewatering wells for this project without RWQCB' s approval.
If you have any further questions, please feel free to contact us.
Thanks,
1
