It is unknown why the <br /> pH values are outside the acceptable range, but soil generally has ample buffering capacity, <br /> especially for a short-term discharge. Because the dewatered groundwater will be pumped <br /> from the shallow aquifer and will be land applied where it will percolate to the shallow aquifer, <br /> groundwater degradation is not anticipated to occur as a result of the activity. Therefore, <br /> groundwater quality monitoring is not required at this time. <br /> Dewatered Groundwater Application Plan <br /> Groundwater will be discharged to a drainage ditch. The farmer will use the water on an as- <br /> needed basis to irrigate cropland. <br /> MONITORING AND REPORTING PROGRAM <br /> The Discharger shall comply with the monitoring and reporting requirements prescribed in <br /> Monitoring and Reporting Program (MRP) No. 2003-0003-DWQ-0015, which replaces the <br /> MRP attached to State Water Board Order No. 2003-0003-DWQ for this facility. The <br /> requirement to begin monitoring for MRP No. 2003-0003-DWQ-0015 is effective upon <br /> issuance of this NOA. Groundwater that will be discharged to the San Joaquin River is not <br /> subject to the monitoring requirements of this NOA. <br /> GENERAL INFORMATION AND REQUIREMENTS <br /> The Discharger shall comply with WQO No. 2003-0003-DWQ. Although no flow limit is <br /> prescribed, the application of dewatered groundwater shall not result in nuisance <br /> conditions. All applied water shall infiltrate within 72-hours. <br /> Please review this Notice of Applicability carefully to ensure that it completely and accurately <br /> reflects the proposed discharge. If the discharge violates the terms or conditions above, the <br /> Central Valley Water Board may take enforcement action, including assessment of <br /> administrative civil liability. If the method or location of extracted groundwater disposal <br /> changes from that described in the NOI and additional information, you must submit a new <br /> NOL <br /> The City of Stockton will generate the waste subject to the terms and conditions of <br /> WQO No. 2003-0003-DWQ and will maintain exclusive control over the discharge. As such, <br /> the City of Stockton is responsible for compliance with WQO No. 2003-0003-DWQ, this NOA, <br /> and the attached MRP.
