Mr. Mark Madison • - 2- • 31 December 2010 ,
A copy of the WQO is enclosed. It is also available on the State Water Board's website at:
http://www.waterboards.ca.gov/board decisions/adopted orders/water quality/
2003/wqo/wgo2003-0003.pdf.
You should familiarize yourself with the contents of the WQO. The groundwater discharge
activity must be operated in accordance with the requirements contained in this Notice of
Applicability (NOA) and WQO, with the information submitted in the NOI and additional
information, and be monitored in accordance with the attached Monitoring and Reporting
Program (MRP).
DISCHARGE DESCRIPTION
The construction dewatering area and LAA locations are presented on Attachment A, which
forms part of this notice by reference. The LAA is owned by Gary L. Caffese doing business
as G. Caffese Farms. The LAAs consist of approximately 156 acres. The LAA is bermed to
contain all applied water. Dewatering activities will occur during construction activities,
typically occurring during the summer and fall seasons. This NOA requires monthly reports
describing if a discharge is occurring.
Preliminary Site Assessment
As part of the project design, a 7 December 2007 Phase I Environmental Site Assessment
(ESA) was prepared by Kleinfelder. No specific potential sources of contaminants to the site
were identified.
Groundwater Dewatering Rate and Quality
Because the Discharger possesses a Limited Threat Discharge Permit for surface water
discharge of dewatered groundwater, no limit on groundwater application in the LAA is
provided herein. To prevent nuisance conditions applied groundwater must percolate within
72-hours of application.
On 11 August 2010 three groundwater samples were collected from excavated potholes
along the land-side toe of the berm at the project site. The analysis is summarized in the
following table:
Analyte Date Units PH #1 PH #2 PH #3 PAWQG Source
Arsenic 8/11/2010 ug%L 2.0 5.9 8.4 10 US MCL
Chromium 8/11/2010 ug/L ND ND 29 50 CA MCL
Copper 8/11/2010 ug/L ND ND 33 200 AG WQG
Lead 8/11/2010 ug/L ND ND 6.2 15 US MCL
Nickel 8/11/2010 ug/L ND ND 21 100 CA MCL
Zinc 8/11/2010 ug/L ND ND ND 2,000 AG WQG
— pH-- 8/11/2010 —std. 6.2 - -6.2 -- 6;3--- 6:5-8.4 AG WQG- --
Hardness 8/11/2010 mg/L 56 62 63 NAWQG -
PAWQG denotes Potentially Applicable Water Quality Goal.
