Mr. Robert Granberg • - 5 - . 25 May 2010 <br /> Dewatered Groundwater Application Plan <br /> Groundwater will be discharged to an on-site tank to settle solids; then it will be applied to <br /> land application areas. The application will proceed as follows: <br /> • The Woody's on the River parcel (436 acres) will be used as the primary land application <br /> site; the Suprenant parcel (123 acres) will be a backup application site. If additional land <br /> is required, then a portion of the 436 acres (a cornfield) held in reserve will be used. <br /> • Dewatered groundwater will be transmitted via a 12-inch diameter pipeline. The primary <br /> discharge location is the northeast corner of the Woody's on the River property. From <br /> that location the water will follow the natural flow of the land through the swales and <br /> ponds; the water will eventually overflow from the swales and ponds, flooding the entire <br /> acreage inside the dikes. All outfall structures leaving the property will be blocked to <br /> contain all water within the existing dikes. <br /> • If the Woody's on the River parcel fills to the point that no additional water can be <br /> applied, the discharge will be redirected to the Suprenant parcel using the same <br /> application method. If needed, the water may be used to irrigate the corn growing in the <br /> reserved 70 acres of Woody's on the River (this is a duck bait crop only, and is not <br /> intended for human consumption). <br /> MONITORING AND REPORTING PROGRAM <br /> The Discharger shall comply with the monitoring and reporting requirements prescribed in <br /> Monitoring and Reporting Program (MRP) No. 2003-0003-DWQ-R5010, which replaces the <br /> MRP attached to State Water Board Order No. 2003-0003-DWQ for this facility. The <br /> requirement to begin monitoring for MRP No. 2003-0003-DWQ-R5010 is effective upon <br /> beginning the dewatering activities that will result in application of dewatered groundwater to <br /> land. Groundwater that will be disposed of in the City of Stockton collection system is not <br /> subject to the monitoring requirements of this NOA. <br /> GENERAL INFORMATION AND REQUIREMENTS <br /> The Discharger shall comply with WQO No. 2003-0003-DWQ. The maximum average flow <br /> rate to the LAAs is hereby limited to 2.3 Mgpd. (The monthly average shall be calculated <br /> by dividing the total flow for the month by the number of days in the month). If groundwater <br /> elevation monitoring (as described in the attached MRP R5-2010-R5010) indicates an <br /> effective hydraulic barrier does not exist (as defined by a groundwater flow direction to the <br /> west in wells in close proximity to the western side of the barrier), the Discharger shall notify <br /> the Central Valley Water Board as soon as practicable and shall provide written <br /> notification within 24-hours. The notification shall include a plan to reestablish hydraulic <br /> control at the infiltration trench. <br /> Please review this Notice of Applicability carefully to ensure that it completely and accurately <br /> reflects the proposed discharge. If the discharge violates the terms or conditions above, the <br /> Central Valley Water Board may take enforcement action, including assessment of <br /> administrative civil liability. If the method of extracted groundwater changes from that <br /> described in the NOI and additional information, you must submit a new NO[. <br />
