R5-2010-R5010 • - 3 - <br /> PIPELINE <br /> 3 - <br /> PIPELINE CONSTRUCTION DEWATERING <br /> CITY OF STOCKTON <br /> SAN JOAQUIN COUNTY <br /> LAND APPLICATION AREA MONITORING <br /> The Discharger shall begin monitoring the land application areas upon initiation of dewatered <br /> groundwater discharge to them. Monitoring shall consist of visual inspection of the land <br /> application areas on a weekly basis for the presence of objectionable odors, mosquitoes, <br /> and/or unexpected plant growth. <br /> GROUNDWATER MONITORING <br /> The Discharger shall monitor available groundwater monitoring wells as needed to confirm <br /> the infiltration trench is maintaining a hydraulic barrier between the Herman and Helen's <br /> MTBE groundwater plume and the dewatering activities. Monitoring shall be conducted <br /> whenever groundwater dewatering is occurring within 1,000 feet of the right angle corner of <br /> the pipeline (near Herman and Helen's Marina). The approximate area is shown on <br /> Attachment A (included with the Notice of Applicability). <br /> Constituent Units Sample Type Sample Reporting <br /> Frequency Frequency <br /> Groundwater Elevation 0.1 feet Measurement Daily Monthly <br /> Flow Direction ' fUft Calculation Daily Monthly <br /> Vertical Gradient ft/ft Calculation Daily Monthly <br /> If groundwater elevation indicates an effective hydraulic barrier does not exist (as defined by a <br /> groundwater flow direction to the west in wells in close proximity to the western side of the barrier), the <br /> Discharger shall notify the Central Valley Water Board as soon as practicable and shall provide <br /> written notification within 24-hours. The notification shall include a plan to reestablish hydraulic <br /> control at the infiltration trench. <br /> REPORTING <br /> In reporting monitoring data, the Discharger shall arrange the data in tabular form so that the <br /> date, sample type (e.g., effluent, pond, etc.), and reported result are readily discernible. The <br /> data shall be summarized in such a manner to clearly illustrate compliance with the NOA and <br /> spatial or temporal trends, as applicable. The results of any monitoring done more frequently <br /> than required, or chemical analysis not required by the Monitoring and Reporting Program, <br /> shall be reported to the Central Valley Regional Water Quality Control Board (Central Valley <br /> Water Board). <br /> A. Monthly Monitoring Reports <br /> Monthly reports shall be submitted to the Central Valley Water Board on the first day of the <br /> second month after the month ends (e.g. the January report is due by 1 March). The <br /> reports shall bear the certification and signature of the Discharger's authorized <br /> representative. At a minimum, the quarterly reports shall include: <br />
