Louise Ave <br /> Lathrop,CA 95330 <br /> Dear Inspector Elena Manzo, <br /> This letter is in response to the Violation Notices, dated 1/22/2019 and amended 1/24/2019, which <br /> were issued to the subject facility. The following describes the violation items you noted during your <br /> inspection as well as corrective actions taken: <br /> Item#113-Failure to submit 2018 Monitoring System Certification Form within 30 days, and <br /> Item#123—Failure to submit 2018 Spill Container Testing Report Form within 30 days. <br /> BP testing vendor, Gettler-Ryan, has since committed to submitting test reports within 30 days <br /> of test, see attached correspondence. Furthermore, I confirmed Gettler-Ryan sent the 2019 <br /> monitoring system certification, leak detector, and spill container test reports within 30 days of <br /> the test,see attached correspondence. <br /> Item#121—Inadequate return to compliance to address water intrusion issues as identified in <br /> 1/29/2018 annual inspection. <br /> - On 3/12/2018, 1 submitted to inspector Betty Ho the Return to Compliance documentation <br /> containing Gettler-Ryan work orders dated 2/6/2018 and 2/8/2018 for the investigation and <br /> resolution of seepage on the diesel pipe and liquid in various sumps and UDCs, see attached <br /> RTC. In addition, after I sent her the RTC, I corresponded with her and sent her clarification <br /> on the contractor response to the liquid in sumps/UDCs, see attached. In her <br /> correspondence, Betty stated this was the only outstanding violation after I sent the RTC, <br /> and I did not hear back from her since my last response to her despite my requesting if she <br /> needed anything else. <br /> - On 1/24/2019, Gettler-Ryan further investigated for any possible leaks and reported no <br /> issues,see attached work order. <br /> - on 2/21/2019, Gettler-Ryan replaced all shroud boots and clamps on all 87 Quad fill and 91 <br /> and Diesel fill spill containers, and checked for liquids in all four UDCs, see attached work <br /> orders and pictures as evidence of resolution. <br />
