O'H4IR, 1102 SOUTHAURORA STREET,STOCKTON,SAN JOAQUIN COUNTY <br /> Review of our files shows that two underground storage tanks (USTs)were removed from the P.E. O'Hair site <br /> between November 1988 (USTs#1 and#3), and two additional USTs were removed in February 1994(USTs#2 <br /> and#4). Soil contamination was not identified at USTs#1,#3,or#4; however, soil staining and petroleum <br /> hydrocarbon odor was noted by the San Joaquin County Environmental Health Division(County) inspector at <br /> UST#2. Analytical results of UST#2 tank pit soil samples showed non-detectable levels for gasoline and <br /> gasoline-related constituents. (Soil samples were not analyzed for methyl tertiary butyl ether(MtBE)or other <br /> fuel oxygenates.) Due to the discrepancy between the County inspector's notes and the tank pit sample results, <br /> the County issued a letter in April 1997 stating they would not support closure for this site. <br /> Current legislation by the State of California requires all open UST sites to sample for MtBE prior to site closure. <br /> Because this former UST site was never officially closed,we are requesting submittal of a plan of work to define <br /> the extent of soil and groundwater contamination at the P.E. O'Hair site, and analyze soil and groundwater ' <br /> samples for fuel oxygenates (MtBE,TBA,DIPE,TAME, and ETBE), and fuel additives (1,2-dichloroethane and <br /> ethylene dibromide). <br /> Therefore,by 2 November 2001,please submit a plan of work to define the lateral and vertical extent of soil and <br /> groundwater contamination remaining at the subject site, and analyze soil and groundwater samples for fuel <br /> oxygenates and additives. The plan of work must include the following: <br /> • The current site use; <br /> • A summary of additional investigation activities already completed to define the extent of contamination; <br /> • A complete list of current owners for the property; and <br /> • A proposal to complete a minimum of two soil borings at the former location of UST#2 and collect soil <br /> and groundwater samples. <br /> A minimum of one soil sample from each boring must be analyzed for TPHg and BTEX by EPA Method <br /> 8015/8020,and for MtBE,TBA, DIPE,TAME,ETRE, 1,2-dichloroethane, and ethylene dibromide by EPA <br /> Method 8260B. Groundwater samples must be analyzed for TPHg,BTEX,MtBE, TBA,DIPE,TAME,ETBE, <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br /> The energy challenge facing California is real.
