4.9 PROVIDE EXPLANATION,CONDUCT PERIODIC INTEGRITY TESTING OF <br /> CONTAINERS AND/OR PERIODIC INTEGRITY AND LEAK TESTING FOR VALVES <br /> AND PIPING IF CONTAINMENT OR DISCHARGE PREVENTION STRUCTURES <br /> WERE DETERMINED TO BE IMPRACTICABLE ON AN SPCC PLAN OR SECTIONS <br /> OF ONE THAT IS PE CERTIFIED (40 CFR 112.7 (d)) <br /> Inspections are conducted for evaluating the integrity of storage tanks,their piping,and valves. <br /> The annular space of the double-wall tanks is visually inspection for the presence of liquids and <br /> their physical conditions or they have sensors that provide a visual and audible alarm. The <br /> tanks' exterior, supports and foundations are also visually inspected for the appearance of <br /> deterioration and potential loss of integrity. Conditions observed are noted on inspection forms <br /> (see Appendix F). Tank piping for waste oil and motor oil tanks is very limited, aboveground, <br /> and easily inspected visually. Tank piping will be visually observed for deterioration and <br /> tightness during product dispensing. Tank piping at the diesel aboveground tank is steel-single- <br /> wall construction above ground and fiberglass-double-wall below ground. The transition occurs <br /> in a fiberglass transition sump and under-dispenser sumps. These sumps have liquid level <br /> sensors that are connected to an alarm control panel. Tank normal vents will be checked for <br /> unobstructed operation. Tank emergency vents will be checked for proper movement. Overfill <br /> alarms will be checked to confirm activation. The in-line ball valves will have their opening and <br /> closing manually activated to confirm proper operation. The liquid-level gauges will have the <br /> movement of their floats checked to confirm proper operation and level reading accuracy. <br /> 410 IF A RESPONSE PLAN WAS NOT SUBMITTED TO THE RA,AND <br /> CONTAINMENT OR DISCHARGE PREVENTION STRUCTURES WERE <br /> DETERMINED TO BE IMPRACTICABLE THE SPCC PLAN PROVIDES: 1 AN OIL <br /> SPILL CONTINGENCY PLAN- 2 WRITTEN COMMITMENT OF MANPOWE <br /> EQUIPMENT,MATERIALS TO CONTROL AND REMOVE OIL DISCHARGE (40 <br /> CFR 112.7 (d)) <br /> Secondary containment, diversionary structures or absorbent materials are used to prevent <br /> discharges of oil from reaching navigable waters. In the event that an oil spill should by pass <br /> any of these preventive systems, the following commitment of manpower and equipment is <br /> made: <br /> 1. Under the most diverse conditions that can readily be expected,the following resources <br /> are the maximum required to contain and remove an oil spill from this facility: 6 men; 1 <br /> vacuum truck; 10 drums of absorbents; and 200 sand bags. <br /> 2. The Contingency Plan (see Appendix I) identifies the Shop Foreman as the facility <br /> Primary Emergency Coordinator. The list of local clean up contractors is shown in <br /> Appendix D. JBH has agreements in place for their response as needed on a 24-hours per <br /> day availability. <br /> 3. JBH has the economic resources for providing the manpower, equipment and materials <br /> to contain and remove the sizes of oil spill that may occur at this facility. <br /> JBH Stockton Terminal 19 <br />
