4.11 INSPECTIONS AND TESTS IN ACCORDANCE WITH WRITTEN PROCEDURES <br /> AND/OR MAINTAIN SIGNED RECORDS OF INSPECTIONS AND TESTS AS <br /> REQUIRED BY THE FACILITY'S SPPC PLAN ON SITE FOR 3 YEARS (40 CFR 112.7 <br /> (0) <br /> All oil-handling employees of JBH shall be trained to observe the aboveground storage tanks, <br /> valves, aboveground piping and dispensers for potential problems. If a problem is observed the <br /> employee shall inform the facility Shop Foreman- who will in turn take necessary action. <br /> The forms in Appendix B have been prepared for this facility's equipment and are to be used to <br /> record the inspections. All aboveground storage tanks,valves, aboveground piping, catch basins, <br /> spill control, dispensers and emergency response equipment and supplies shall be inspected <br /> monthly by the Shop Foreman. Each inspection shall be recorded, dated, signed and placed in <br /> Appendix F. All items requiring attention shall be noted and then checked off as each item is <br /> corrected. These inspection records will be keep onsite for a minimum of three years from their <br /> preparation. The Shop Foreman is qualified to make these inspections due to their familiarity <br /> with the: facility's ASTs, their equipment, and their product stored. <br /> MONTHLY DRUM INSPECTIONS <br /> Shop Foreman performs monthly inspections of the drums. The monthly checklist is in <br /> Appendix F. The monthly inspections records are signed by the Shop Foreman and maintained <br /> with this SPCC Plan for a period of three years. The monthly inspection covers the following <br /> key elements: <br /> • Condition of drums (noticeable distortions,buckling, denting,bulging,corrosion) <br /> • Drum lid and bung holes secured <br /> • Visible signs of leakage <br /> • Liquids in containment area <br /> • Debris, spills, or other fire hazards in storage area <br /> MONTHLY TANK INSPECTIONS <br /> Shop Foreman perforans monthly inspections of the tanks. The monthly tank examination form <br /> is also in Appendix F. The monthly tank inspections records are signed by the Shop Foreman <br /> and maintained with this SPCC Plan for a period of three years. The monthly tank inspection <br /> covers the following key elements: <br /> • Tanks Leak Free <br /> • Hoses/Nozzles/Fittings Leak Free <br /> • Piping/Pumps Leak Free <br /> • Fill Ports Spill (Containment Dry) <br /> • Emergency Shut Off Posted <br /> • Emergency Shut Off Switch Operable <br /> • Fueling Procedure Posted <br /> JBH Stockton.Terminal 20 <br />
