UNKNOWN AMOUNT AND TYPE OF CHEMICALS INSIDE OF TRASH COMPACTOR. FIRE DEPT. ON <br /> SCENE. <br /> OBSERVATIONS: <br /> On site and met with Stockton Fire Dept. Stockton Fire cautioned off the area containing the trash compactor located in an <br /> open outside area, about 20 feet from the kitchen back door. Stockton Fire had diluted the unknown chemicals inside <br /> compactor with water to prevent a fire. No fumes,vapors, or spillage was observed and no chemical smell was sensed near <br /> the the compactor at the time of inspection.According to the General Manager, Rich Howarth, and the head chef, a strong <br /> ammonia or bleach-like odor was smelled from inside the kitchen and white fumes were observed coming from the trash <br /> compactor. The back kitchen door was closed immediately and an industrial fan was set up inside the kitchen to get rid of <br /> the odor from inside.There was no chemical odor or other signs of contamination inside the kitchen at the time of <br /> inspection.The food prep areas in the kitchen have been properly sanitized and all food that was out at the time of the <br /> incident has been disposed of.Rich instructed the kitchen staff to also sanitize the utensils located near the back kitchen <br /> door. The kitchen is okay to operate as usual, with the exception of opening the kitchen back door leading to the trash <br /> compactor. Patriot Environmental has been contracted to clean out the trash compactor. Please be advised that the <br /> disposal of any waste[HSC 5411]or disposal of any hazardous waste, or the causing thereof, is prohibited when the <br /> disposal is at a facility which is not permitted or authorized for hazardous waste disposal. [HSC 25189.5(a)]. Please be <br /> aware that all hazardous waste shall be disposed of under appropriate hazardous waste manifesting procedure[HSC 25160 <br /> (b)(3)]. Provide a waste/hazardous waste disposal records to the EHD for all clean up debris associated with this spill clean <br /> u <br /> VIOLATIONS: <br /> • Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> • Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> Other Violation <br /> ORRECTIVE ACTIONS/ORDER: <br /> • Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> IMMEDIATELY <br /> • Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> WITHIN 30 DAYS <br /> EHD 25-01 Rev.08/17/17 Page 1 of 2 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE <br /> 1868 E.
