An STI SP-001 inspection report by a Certified Inspector has some very specific requirements. They can be found in
chapter 7 of the standard. The standard can be acquired from STI.A link for their FAO,which contains a link to
purchase the standard can be found here
If the 20,000 gallon diesel tank is 20 years of older, the STI certified inspection report will need to be submitted. If the
age of the tank is not known, the STI certified inspection report will need to be submitted.
The provided reports would not meet the requirements of an Of the American Petroleum Institutes(API)653 standard
either.
Violation#726-Plan failed to adequately describe overfill prevention methods for each container.
Page 5 of the revised SPCC plan was not attached in the latest response. All tanks will need some sort of overfill
prevention,as allowed by regulations,or an environmental equivalence as allowed by regulations.
Below are the requirements for overfill prevention.
(i) High liquid level alarms with an audible or visual signal at a constantly attended operation or surveillance station. In
smaller facilities an audible air vent may suffice. or
(ii) High liquid level pump cutoff devices set to stop flow at a predetermined container content level. or
(iii) Direct audible or code signal communication between the container gauger and the pumping station. or
(iv)A fast response system for determining the liquid level of each bulk storage container such as digital computers,
telepulse, or direct vision gauges. If you use this alternative, a person must be present to monitor gauges and the overall
filling of bulk storage containers.
(v)You must regularly test liquid level sensing devices to ensure proper operation.
Feel free to contact me with any questions.
FREE classes presented by NES Inc. are available to all San Joaquin County Hazardous Waste, Underground Storage Tank,
and Aboveground Petroleum Storage Facility Business Owners and Operators. List and schedule of classes can be found
here.
Tha n you,
Cesar Ruvalcaba
2
