' Georogicaf?ecknics Inc. • Page 2 <br /> Soil Boring Installation Work Plan <br /> Fortifiber <br /> ' Project No. 709.2 <br /> December 7, 1998 <br /> ' Former Underground Stage Tanks (USTs) <br /> Observations <br /> • Two USTs were located on the east side of the boiler house, north of the manufacturing <br /> building. One was a 200-gallon diesel tank used for motor fuel and the other was a <br /> 10,000-gallon tank used for formaldehyde. Semco removed these tanks in February <br /> 1987. During removal, some of the contents were spilled, which caused problems in <br /> ' getting closure. <br /> • Clayton Environmental Consultants installed a monitoring well near the former USTs and <br /> tested it several times in 1993. The test results showed that TEPH-D, BTEX, and <br /> Formaldehyde were not detected. The well was abandoned under county permit on <br /> ' November 18, 1993. <br /> • San Joaquin County officially closed these tanks on November 29, 1993. <br /> Waste Storage <br /> Observations <br /> • A small quantity of waste oil is located around the boiler house. Some of this oil has <br /> been spilled on the soil and gravel, however the depth that the stained soil extends to is <br /> not known. <br /> • Other environmentally sensitive materials found on the Property include small quantities <br /> of old batteries, tires, gasoline and paint cans. <br /> ' • There is other debris and waste materials on the Property that is not of environmental <br /> concern, including wood, metal, empty containers of various sizes and paper type waste. <br /> Conclusions <br /> • Waste oil spillage has probably only been small volumes at a time, thus the staining may <br /> not have significantly impacted the soil. <br /> Recommendations <br /> • If further assessment of the vertical extent of staining is desired to determine if the oil has <br /> impacted the soil, auger boreholes and testing should be performed. <br /> 55-gallon Drums & Staining <br /> ' Observations <br /> • Several 55-gallon drums are located east of the warehouse. Some of these are empty, <br /> others have old dried and caked ink in the bottom of them and at least one appears to be <br /> ' fairly full of oil and junk. <br /> • Ink staining of the cement and soil exists around the drums. <br /> • Labels are wrong, missing or unreadable. <br /> Conclusions <br /> ' • It is not known what is in each of these. <br /> • The impact to the soil may be negligible. <br /> Recommendations <br /> • The drums and their contents should be removed and disposed of appropriate to the <br /> contents of each one. <br /> • If further assessment of the vertical extent of staining is desired to determine if the oil or <br /> ink has impacted the soil, auger boreholes and testing should be performed. <br /> Soil Staining Cleanup - 1995 <br /> Observations <br /> There were four areas of stained soil that were addressed by Universal Engineering <br /> Consultants in 1995. This work is documented in two reports; both dated March 24, 1995 <br /> (attached in Appendix J). These areas are summarized below. <br />
