San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.si4ov.w/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ADVANCED INDUSTRIAL COATINGS INC 950 INDUSTRIAL DR, STOCKTON January 29, 2019 <br /> Item# Remarks <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> -"Nuisance powder'waste generated from a coating process is baked, and then disposed of into the trash. <br /> -Ash waste from the paint stripper is disposed of into the trash. <br /> -Paint filters that capture paint solvents are disposed of into the trash. <br /> -Liquid from a washing process(near where the hazardous waste sludge is generated)and the phosphate water is <br /> combined with other process water and taken out as non-hazardous waste without making a complete <br /> determination. <br /> -The paint/acetone rag waste is collected and disposed of without making a complete hazardous waste <br /> determination. <br /> Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately cease disposal, <br /> make a hazardous waste determination for the above listed wastes, and manage them according to Title 22 <br /> hazardous waste regulations. Submit a statement and supporting documentation explaining how this waste was <br /> managed. <br /> This is a repeat violation, Class II. <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> Manifest numbers 012285180FLE(8/16/2018), 012285179FLE(8/16/2018), and 015362418JJK(3/9/2017)were <br /> found without a signed off copy from the destination facility. Hazardous waste generators shall retain copies of all <br /> manifests signed off by the destination facility on site for three years and have them readily available for review. If <br /> the generator did not receive a copy of the manifest with the handwritten signature of the owner or operator of the <br /> facility to which the generator's waste was submitted within 60 days of the date the waste was accepted by the initial <br /> transporter,the generator shall submit a legible copy of the missing manifest,with some indication that the <br /> generator has not received confirmation of delivery. This information shall be submitted to: <br /> DTSC Report Repository <br /> Generator Information Services Section <br /> P.O. Box 806 <br /> Sacramento, CA 95812-0806 <br /> Immediately locate a copy of the missing manifests or prepare and submit the required information to DTSC. <br /> Submit to the EHD a copy of the signed off copy of the manifest or a copy of the information submitted to DTSC. <br /> This is a repeat violation, Class II. <br /> 111 CCR 66262.42(a)(c)(d) Failed to comply with uniform hazardous waste manifest exception requirements. <br /> Manifest numbers 012285180FLE(8/16/2018), 012285179FLE(8/16/2018),and 015362418JJK(3/9/2017)were <br /> found without a signed off copy from the destination facility.
