• •
Mike Infurna [EH]
From: Jim Barton Qbarton@waterboards.ca.gov]
Sent: Tuesday, September 25, 2007 12:06 PM
To: rchinn@closuresolutions.com
Cc: rhoffmore@closuresolutions.com; martag@newwestpetroleum.com; Mike Infurna [EH];
James Munch
Subject: Re: Flag City New West- Northern Wells
Hi Ron,
I appreciate the level of effort to install the wells per the workplan, in light of the
difficulties encountered by the drillers and your staff. I told Roger that the reason for
installing the northen wells, besides definition of the plume, was to watch for changes in
the aquifer due to operations at the new municipal well to the northeast of the site, and
to provide sentinel duty for the existing groundwater plume. While I originally approved
the northen B-zone well at the New West station, the northern B-zone well at the
neighboring Taco Bell may be adequate for now.
If Closure Solutions is willing to provide a professional opinion with technical rationale
and cross sections in the November report, that the current well network is adequate to
determine lateral and vertical extent of the groundwater plume, then I will consider your
request to skip the B-zone well at the station, but only after I review the report. If
for some reason the current investigation does not adequately characterize the extent of
the plume, then I would expect a recommendation for additional work in the report and a
workplan to address the deficiencies in the next phase of the investigation, per Order #S
of the CAO R5-2007-0709.
Thanks.
Jim Barton
James L.L. We then contacted your office and Mike Infurna (San Joaquin County)
to request permission to install the wells as single completion wells. Mike Infurna
agreed that single completion wells would be reasonable. I believe you were not available
at the time, but based on our previous conversations and experiences when installing MW-10
(A, B, C & D) , we didn't believe that you would object to single completion wells out
there. Besides, there was nothing else we could do - the limited access drill rig simply
wasn't heavy enough to auger through the stiff silt zone. We proceeded with installing
the *A' zone well in the open borehole.
Upon completion of the *A' zone well, we attempted to install the *B1 zone well. Using 9'
diameter augers, we were able to push past the silt zone, however we encountered extreme
flowing sands between 35 and 45 feet bgs. At one point, Roger indicated that he had 20
feet of flowing sands coming up into his augers. As hard as we tried to install a *B1
1
