CLOSURE SOLUTIONS, INC.
June 11, 2008
Mr. Jim Barton,P.G.
California Regional Water Quality Control Board—Central Valley Region
11020 Sim Center Drive#200
Rancho Cordova, California 95670-6114
Re: Proposal for Split Sampling
Flag City Now West#1003
6437.West Banner Street
Lodi,California
CVRWQCB LUFT Case No.391163
Dear Mr. Barton:
On behalf of New West Stations, Inc. (New West), Closure Solutions, Inc. (Closure Solutions)
has prepared this Proposal for Split Sampling for the New West—Flag City facility, located at
6437 West Banner Street,in San Joaquin County near Lodi, California.
As described in the attached e-mail (Attachment A), the Second Quarter 2008 groundwater
analytical results indicated that low concentrations of ethanol, methanol, MTBE and TAME are
present across the Site. The analytical results for the Second Quarter 2008 groundwater
sampling event are included in Attachment B.
Based on our experience, we believe the ethanol and methanol detections to be anomalous,
which throws into question the validity of the MTBE and TAME results. Because of this,
Closure Solutions proposes to collect split groundwater samples from wells MW-4B, MW-7B,
MW-8B, MW-10B,MW-1017,MW-11B,MW-12A, and EW-5, and submit theta to two separate
California ELAP Certified laboratories.
The collected split samples will be submitted to Ki£f Analytical of Davis California, and CLS of
Rancho Cordova. The samples would be analyzed for the same constituents run during the 2Q08
quarterly groundwater monitoring event. The requested tum-around time would be standard in
both cases. Closure Solutions will forward copies of analytical results to your office upon
receipt. Once these results are available, Closure Solutions will work with the Rcgional Water
Quality Control Board to identify an appropriate course of action,if deemed necessary.
1243 Oak Knoll Drive n Concord, CA 94521
(800) 988-7880
wti^.t•.L l:,urniuEcaa.•on:
