Mike Infurna [EH]
From: Laurie Cotulla [EH]
Sent: Friday, September 16, 2005 2:41 PM
To: 'swinkler@co.san-joaquin.ca.us'
Cc: rrall@co.san-joaquin.ca.us'; Donna Heran [EH]; Margaret Lagorio [EH]
Subject: New West, Lodi (Flag City) Regional Board contract laboratory analytical results
Steve:
I wanted to let you know that we have received confirmation analytical results from the monitoring wells installed by New
West Petroleum to investigate the suspected MtBE contamination plume at Flag City(CSA-31). As discussed when we
met last month, our office had directed New West to perform an expedited groundwater investigation to determine if the
previously detected MtBE contamination was moving toward the CSA-31 water supply wells. We received preliminary
analytical results from New West last week, which were confirmed by split samples analyzed by the RWQCB.
The following information is excerpted from an email we received today from Jim Barton with the RWQCB:
On Monday, 12 September 2005 I sampled San Joaquin County public supply well CSA-31
Well 2. All results from CSA-31 Well 2 for fuel oxygenates were non-detect at
acceptable method detection limits.
I also received split samples from Apex (New West's consultant) for downgradient New
West monitoring wells MW-4A and MW-4B . Shallow well MW-4A groundwater analysis was
non-detect. Deeper well MW-4B groundwater analysis reported MtBE at 400 ug/L This
confirms the 360 ug/L previously reported for that well.
. .I strongly concur with your recommendation that New West expedite the
installation of additional monitoring wells between MW-4A/MW-4B and CSA-31 Well 2.
CSA-31 Well 2 is approximately 600 feet downgradient from MW-4B. The New West MtBE
plume is undefined in the downgradient direction and appears to be diving towards CSA-
31 Well 2. I suggest that New West begin monitoring CSA-31 Well 2 .
I will fax a copy of my analytical results to you. Apex said that their analytical
results should be available next week.
James L.L. Barton, P.G.
Engineering Geologist
California Regional Water Quality Control Board
Central Valley Region
11020 Sun Center Drive, Suite 200
Rancho Cordova, CA 95670
office (916) 464-4615
fax (916) 464-4704
Margaret Lagorio and her staff are drafting a letter directing the Responsible Party to
submit a work plan for interim remediation and further investigation of the lateral and
vertical extent of the contamination within one month, and to initiate interim remediation
as soon as possible.
You will be copied on the directive letter, and we will keep you informed as more
information becomes available. Please contact Margaret or me, if you have any questions.
Otherwise we will be in touch.
Laurie A Cotulla
EH Program Manager
San Joaquin County EHD
304 E Weber Ave-3rd Floor
Stockton CA 95202
(209)468-3431
Icotulla@sjcehd.com
1
