Chevron '
Chevron Corporation
575 Market Street, San Francisco, California
Mail Address:P0.Box 7924,San Francisca,CA 94120-7924 nT^7 19 1111 1991
re
CERTIFIED MAIL
APR 2 3 "^9
RETURN RECEIPT REQUESTED ENVIRONMENTAL HEALTH
PERMIT/SERVICES
PAUL D. HOFFMAN & SONS
TRACY, CALIFORNIA
Mr. Larry Pierson
California Regional Water Quality Control Board
3443 Routier Rd.
Suite A
Sacramento, CA 95827-3098
Dear Mr. Pierson:
Standard Oil Company of California (Socal, which changed its name
to Chevron Corporation on July 1, 1984) sold the property at 26501
Banta Road in Tracy, California in 1953 . From 1910 to 1953 , this
property was the site of the Lyoth Loading station which received
fuel oil from the Richmond Refinery for loading onto rail cars and
trucks. SocalIs Central Valley Crude Line ran along the northeast
boundary of the property. The property is currently owned by Paul
D. Hoffman & Sons.
Paul D. Hoffman & Sons requested Chevron to conduct an
environmental investigation of the site due to some petroleum-like
material that had surfaced on their property. Chevron' s in-house
analysis of this material indicated it was weathered crude oil or
residuum. Chevron undertook a voluntary, preliminary investigation
of the property to assess the impact of former site activities on
soil and groundwater. The results of this investigation are
presented in the attached report which we are forwarding for your
information.
Eight exploratory borings were drilled. Benzene and ethylbenzene
were not detected in any of the sixteen soil samples; low
concentrations of toluene and xylenes were detected in three of the
samples. The soil sample with the highest concentration of total
petroleum hydrocarbons (TPH) as diesel and a surface sample of the
petroleum-like material were analyzed for volatile organic
compounds using the toxicity characteristics leaching procedure
(TCLP) . None of the TCLP compounds were detected.
Two of the borings were completed as down-gradient monitoring
wells. Analysis of groundwater samples from one of the wells did
not detect TPH as diesel or benzene, toluene, ethylbenzene and
xylenes (BTEX) . Groundwater at the other well is impacted as
evidenced by two inches of liquid hydrocarbon.
