Longley,ScD,P.E.,Chair <br /> Linda S.Adams © Arnold <br /> Secreta or 1685E Street,Fresno,California 93706EGIME <br /> rYf (Si9)445-5116•Fax(559)445-5910 _ hwnegger <br /> Environmental http://www.waterboards.cargov/centralvalley Governor <br /> Protection <br /> SEP () 3 2009 <br /> FACT SHEET aFISMIT) , <br /> OB <br /> PROPOSED NO FURTHER ACTION REQUIRED, FORMER LYOTH LOADING STATION <br /> AND LYOTH OFFSITE PROPERTIES, OLD VALLEY CRUDE OIL PIPELINE, TRACY, SAN <br /> JOAQUIN COUNTY, CA <br /> This Fact Sheet is to inform interested parties of the Central Valley Regional Water Quality <br /> Control Board's (Central Valley Water Board) consideration of No Further Action Required for <br /> the subject properties and to request any comments on the proposed action. <br /> During the early 1990's, a release of non-hazardous crude oil and/or fuel oil to soil and <br /> groundwater was discovered from the historical Old Valley Pipeline (OVP) and/or associated <br /> fuel oil/crude oil handling/loading facility (see attached Figure). The OVP transported crude oil <br /> from Kern County to San Francisco Bay area refineries from the 1900's to the 1960's. The <br /> loading station was used to transfer fuel oil received from the Bay area refineries to <br /> locomotives, rail cars, and trucks. <br /> The two sites on South Banta Road, in southern Tracy, are defined as the former Lyoth <br /> Loading Station facility and Lyoth Offsite based on the delineation of the crude oil constituents <br /> detected in soil and groundwater. As noted on the Figure, the areas are divided by the <br /> historical OVP and railroad tracks right-of-way easement. The approximately 16-acre former <br /> Lyoth Loading Station (County Assessors Parcel Number [APN] 252-070-03) is presently used <br /> by Hoffman Brothers Harvesting for commercial/industrial purposes. Lyoth Offsite (APN 252- <br /> 070-04) is approximately three acres and currently occupied by an automotive towing <br /> business. The Lyoth Offsite property is northeast of the loading station, where the <br /> downgradient lateral extent of affected groundwater was investigated. Soil and groundwater <br /> within the OVP/railroad tracks right-of-way easement (APN 252-010-06) was investigated as <br /> part of the Lyoth Offsite. <br /> Between the early 1990's and 2008, under the direction of Central Valley Water Board staff, <br /> investigations were completed at both sites with soil and groundwater samples collected for <br /> certified laboratory analysis. Petroleum hydrocarbon/crude oil compounds were identified in <br /> soil and groundwater. The maximum vertical extent of affected soil is defined by non-detect <br /> analytical results for samples from depths of 15 to 25 feet below ground surface (bgs). Depth <br /> to uppermost groundwater occurs at approximately 16 to 20 feet bgs. The lateral extent of <br /> affected soil and groundwater has been delineated as indicated on the Figure and described <br /> below. <br /> FORMER LYOTH LOADING STATION <br /> Crude oil affected soil occurs at two small circular areas approximately 50 feet wide, near the <br /> approximate center of the site (see attached Figure). A slightly larger elongated portion of <br /> affected soil occurs on this parcel and extends offsite, beneath and generally within the <br /> California Environmental Protection Agency <br /> Co Recycled Paper <br />
