f CENTRAL VALLi REGIONAL WATER QUALITOONTROL BOARD <br /> 1NS 'EC`T ON 'UI2 <br /> March 19, 1996 <br /> DISCHARGER: All Pure Chemical <br /> LOCATION & COUNTY: 26700 South Banta Road, San Joaquin County <br /> CONTACT(S): Verrill Norwood, Vice President-Pioneer Chlor Alkali Co., and Tim <br /> Vickers, All Pure Plant Manager <br /> INSPECTION DATE: 23 January 1996 <br /> INSPECTED BY: Polly Lowry and Robert Reeves <br /> ACCOMPANIED BY: Verrill Norwood and Tim Vickers <br /> OBSERVATIONS AND COMMENTS: <br /> On 23 January 1996, Robert Reeves, Board project manager for Defense Distribution Region West <br /> (DDRW), Tracy facility, and I met with Verrill Norwood and Tim Vickers at the Tracy All Pure Chemical <br /> Company (All Pure) facility. Mr. Vickers is the Plant Manager of the Tracy facility, and Mr. Norwood is <br /> Vice President for Environmental Affairs for Pioneer Chlor Alkali Company which owns All Pure. The <br /> purposes of the meeting were to discuss ground water contamination at the facility and the likely impacts of <br /> ground water extraction and treatment at the nearby DDRW on migration of volatile organic compounds <br /> (VOCs) from All Pure to the north/northeast, and to inspect and sample the wastewater ponds. I hand <br /> delivered our 22 January 1996 letter Ground Water Investigation at All Pure Chemical Company, Tracy <br /> which requests additional ground water investigation and a closure plan for the wastewater ponds. I also <br /> left with Mr. Norwood copies of maps showing hydropunch locations and sampling results conducted by <br /> DDRW to the north of All Pure and copies of maps showing the DDRW proposed ground water extraction <br /> well network and infiltration gallery. <br /> Mr. Norwood and Mr. Vickers discussed the recently-installed wastewater recycling system and plant <br /> operations. The wastewater recycling system, expected to be operating by the end of March 1996, will allow <br /> discharges to the two current wastewater ponds (Ponds 1 and 2 on the attached map) to be discontinued. <br /> Water that has been discharged to these ponds from plant operations will be recycled for reuse in the plant. <br /> Storm water now drains to a 1,000 cubic foot cement vault, from where it will also go to the recycling <br /> system. <br /> The two ponds used for containing water for fire protection (Ponds 3 and 4 on the attached map) and the <br /> pond used for storage of water softener (Pond 5) are not scheduled for closure. Mr. Norwood submitted a <br /> closure plan on 22 June 1994 for the three process ponds (shown as Ponds IA, 1, and 2 on the attached <br /> map). At the time of our inspection, Pond IA was no longer in use. <br />
