CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. 5-00-846 <br /> FOR <br /> PIONEER AMERICAS, INC. —TRACY PLANT <br /> FORMER ALL-PURE CHEMICAL COMPANY <br /> SAN JOAQUIN COUNTY <br /> Pioneer Americas, Inc. (Pioneer; Discharger) operates a 15-acre manufacturing facility at <br /> 26700 South Banta Road, Tracy, San Joaquin County(site). Pioneer produces sodium hypochlorite <br /> (liquid bleach) from chlorine and caustic and repackages chlorine gas into 150-pound and one-ton <br /> cylinders at the site. Pioneer also purchases calcium hypochlorite from another company, which it <br /> warehouses and distributes for sale. Contract carriers deliver the products to the wholesale market. <br /> The facility currently operates two shifts per day, five days per week, with 22 employees. The site <br /> previously had a sulfuric acid repackaging line and a truck maintenance shop. Groundwater at the <br /> site, located about 10 feet below the ground surface, is polluted with carbon tetrachloride and <br /> various inorganic compounds. <br /> Pioneer acquired the lease for the site upon the acquisition of the All-Pure Chemical Company(All- <br /> Pure) in 1989. The previous owner of All-Pure (and current owner of the site property) purchased <br /> the property in 1975 from Anderson Tire Recapping Company. Anderson Tire Recapping Company <br /> developed the site in 1945, before which the site was used for alfalfa production. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is designed to delineate groundwater contaminant plumes and determine <br /> whether remediation efforts are effective. The Discharger shall not implement any changes to this <br /> MRP unless and until a revised MRP is issued by the Executive Officer. <br /> Prior to construction of any new groundwater monitoring or extraction wells, Pioneer shall submit <br /> plans and specifications to the Board for review and approval. Once installed, all new wells shall be <br /> added to the monitoring program and shall be sampled and analyzed according to the schedule <br /> below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are eight groundwater monitoring wells with the following screen <br /> intervals: <br /> • MW-1 through MW-4 screened from 13 to 23 feet bgs <br /> • MW-5 and MW-6 screened from 10 to 25 feet bgs <br /> • MW-7 screened from 12 to 22 feet bgs <br /> • MW-8 screened from 10 to 20 feet bgs <br /> The groundwater monitoring program for the eight monitoring wells and any wells installed <br /> subsequent to the issuance of this MRP shall follow the schedule below. Sample collection and <br /> analysis shall follow standard EPA protocol. <br />
