Mr. Verrill Norwood 0 0 -2- <br /> Review <br /> 2-Review of DDRW-Tracy Annual Monitoring Report <br /> All Pure has evaluated the data presented in the April 1997 Well Monitoring Program 1996 Annual <br /> Monitoring Report submitted for the Tracy Defense Distribution Region West (DDRW) regarding <br /> sources of VOCs detected in three private wells north of All Pure. <br /> All Pure attributes the carbon tetrachloride and trichloroethylene detected in the private well identified <br /> by DDRW as PWO01 to the DDRW-Tracy; the detection of trihalomethanes, including chloroform, <br /> detected in PWO02 to chlorination of ground water by leakage of water treated for potable use, as stated <br /> in DDRW's 1996 annual report; and the detection of chloroform in PWO03 to a possible source at the <br /> Lyoth Loading Station. The ground water investigation to be conducted by All Pure offsite of its <br /> facility should help to determine if All Pure is or is not a source of VOCs in the private wells <br /> investigated by DDRW. <br /> All Pure suggests that further efforts are warranted to investigate Lyoth Loading Station for halogenated <br /> hydrocarbons. As I stated in my 24 December 1996 letter, there is no reason to suspect Lyoth Loading <br /> Station is a possible source of chloroform. This facility was a former bulk fuel loading station with one <br /> sampling event showing no detectable chlorinated hydrocarbons. Although elevated detection limits <br /> due to the presence of petroleum hydrocarbons were obtained from sampling one of the two monitoring <br /> wells, it is not likely that additional sampling will produce any better results. <br /> All Pure's proposal to install the one offsite monitoring well in the shallow zone is approved. All Pure <br /> must also investigate the extent of VOCs downgradient of HP-5 and the deep well must be installed <br /> downgradient of the two wastewater ponds, rather than upgradient as proposed. All new monitoring <br /> wells shall be added to the quarterly ground water monitoring program. <br /> All Pure needs to submit a proposal for disposal of drill cuttings and development and purge water, <br /> including all necessary laboratory analyses for any wastes proposed to be disposed onsite.
