HEALTH <br /> PERMIT ; SE-iVICES <br /> Mr. Verrill Norwood <br /> Pioneer Americas, Inc. <br /> 116 Sunburst Lane, N.W. <br /> Cleveland, TN 37312 <br /> HYDROPUNCH INVESTIGATION, DRAFT CLEANUP AND ABATEMENT ORDER, <br /> ALL PURE CHEMICAL COMPANY, TRACY, SAN JOAQUIN COUNTY <br /> We have reviewed the 27 September 1996 report entitled Hydropunch Investigation submitted <br /> for the All Pure Chemical Company (All Pure) facility in Tracy. The investigation was <br /> conducted according to the 5 June 1996 Work Plan for Ground Water Investigation submitted by <br /> All Pure. We did not approve the June work plan because it did not include sampling <br /> groundwater beyond the boundaries of the All Pure facility to the north-northeast as requested in <br /> our 20 March and 14 May 1996 letters. All Pure conducted the work proposed in the work plan <br /> without Board approval in order to justify installing monitoring wells offsite the facility. <br /> As part of the hydropunch investigation, All Pure collected soil and groundwater samples for <br /> laboratory analyses from each of eight borings. Soil samples were collected from just above the <br /> shallow water table. Chloroform concentrations in three groundwater samples collected from <br /> the northeast perimeter of the All Pure facility ranged from 1,200 µg/1 to 2,660 µg/1. One <br /> groundwater sample collected near the southeast comer of the fenced portion of the facility <br /> contained 36.2µg/1 chloroform, two groundwater samples from the area south of the fenced <br /> portion of the All Pure property contained chloroform at concentrations greater than 2,500 µgll, <br /> and two of the samples in the latter area had no detectable chloroform. Soil samples <br /> corresponding to each of the groundwater samples which had detectable chloroform all <br /> contained low levels of chloroform. Likewise, soil samples corresponding to the two <br /> groundwater samples which had no chloroform also had no detectable chloroform. <br /> Groundwater from only one of the hydropunch samples collected along the northeast perimeter <br /> of the facility contained carbon tetrachloride at a concentration of 268 gg/l. None of the soil <br /> samples collected contained carbon tetrachloride. <br /> Specific comments discussed below are in reference to the noted sections of the report. <br />
