• a <br /> Mr. Verrill Norwood -3- 5 November 1996 <br /> All Pure proposes to install three new monitoring wells within the boundaries of the All Pure <br /> facility in the area south of the fenced portion of the facility where elevated chloroform <br /> concentrations were detected in soil and groundwater. The proposed monitoring wells will help <br /> to determine the extent of groundwater contamination to the south of the fenced portion of the <br /> All Pure property, but will not determine the vertical extent of groundwater contamination, the <br /> lateral extent of groundwater contamination northeast of the facility, or the groundwater flow <br /> direction northeast of the facility. The elevated concentrations of chloroform detected in the <br /> hydropunch samples collected along the northeast perimeter of the facility justify installation of <br /> monitoring wells off the All Pure facility to the north-northeast and east. <br /> The current proposal for additional monitoring wells, like all previous proposals, does not <br /> propose determining the vertical extent of groundwater contamination or the lateral extent of <br /> contamination beyond the boundaries of the All Pure facility. Our 20 March 1996 and 14 May <br /> 1996 letters requested such a proposal. Our 14 May letter stated that unless All Pure submitted <br /> an adequate work plan we would recommend a Cleanup and Abatement Order. Therefore <br /> attached is a draft Cleanup and Abatement Order for your review.
