• a
Mr. Verrill Norwood -3- 5 November 1996
All Pure proposes to install three new monitoring wells within the boundaries of the All Pure
facility in the area south of the fenced portion of the facility where elevated chloroform
concentrations were detected in soil and groundwater. The proposed monitoring wells will help
to determine the extent of groundwater contamination to the south of the fenced portion of the
All Pure property, but will not determine the vertical extent of groundwater contamination, the
lateral extent of groundwater contamination northeast of the facility, or the groundwater flow
direction northeast of the facility. The elevated concentrations of chloroform detected in the
hydropunch samples collected along the northeast perimeter of the facility justify installation of
monitoring wells off the All Pure facility to the north-northeast and east.
The current proposal for additional monitoring wells, like all previous proposals, does not
propose determining the vertical extent of groundwater contamination or the lateral extent of
contamination beyond the boundaries of the All Pure facility. Our 20 March 1996 and 14 May
1996 letters requested such a proposal. Our 14 May letter stated that unless All Pure submitted
an adequate work plan we would recommend a Cleanup and Abatement Order. Therefore
attached is a draft Cleanup and Abatement Order for your review. Please provide comments on
the draft order by 29 November 1996.
If you have any questions, you may call Polly Lowry at(916) 255-3048.
4, L,
WENDY L.
