CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. R5-2007-XXXX <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> PIONEER AMERICAS LLC <br /> TRACY, SAN JOAQUIN COUNTY <br /> Pioneer Americas LLC (Discharger) leases and operates a 15-acre manufacturing facility at <br /> 26700 South Banta Road in Tracy, San Joaquin County (Site). The Discharger acquired the <br /> lease for the Site upon the acquisition of the All-Pure Chemical Company (All-Pure) in 1989. <br /> The previous owner of All-Pure (and current owner of the Site property) purchased the <br /> property in 1975 from Anderson Tire Recapping Company. Anderson Tire Recapping <br /> Company developed the Site in 1945. Before that time, the Site was used for alfalfa <br /> production. The Discharger currently produces sodium hypochlorite (liquid bleach) from <br /> chlorine and caustic, and repackages chlorine gas into 150 and 2,000 pound cylinders. Also, <br /> the Discharger purchases calcium hypochlorite from another company, which it warehouses <br /> and distributes for sale at the Site. The Site previously had a sulfuric acid repackaging line <br /> and a truck maintenance shop. Groundwater at the Site is about 15 feet below the ground <br /> surface. Waste constituents in groundwater from the Site include carbon tetrachloride, <br /> chloroform, and various inorganic compounds. This pollution impaired the beneficial uses of <br /> this water resource. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is necessary to delineate groundwater pollutant plumes and <br /> determine whether remediation efforts are effective. Existing data and information about the <br /> Site show the presence of various chemicals, including carbon tetrachloride, chloroform, and <br /> various inorganic compounds, emanating from the property under the control of the <br /> Discharger at concentrations in excess of the applicable Water Quality Objectives. The <br /> Discharger shall not implement any changes to this MRP unless and until a revised MRP is <br /> issued by the Executive Officer. This MRP replaces the requirements listed in MRP No. <br /> R5-2007-0804, which was issued on 2 February 2007. <br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br /> destruction of any groundwater monitoring or extraction wells, the Discharger shall submit <br /> plans and specifications to the California Regional Water Quality Control Board, Central <br /> Valley Region (Regional Water Board) for review and approval. <br /> GROUNDWATER AND WATER SUPPLY MONITORING <br /> As shown on Figure 1, there are fifteen monitoring wells, each screened within one of three <br /> water-bearing zones, three industrial water supply wells, and four private domestic water <br /> supply wells. Twelve of the monitoring wells are owned and maintained by the Discharger, <br /> one of the wells is an industrial production water supply well that has been converted by the <br /> Discharger to a monitoring well, and two of the wells are monitoring wells owned and <br /> operated by the U.S. Department of Defense Logistics Agency (DLA) located at the Tracy <br /> distribution depot approximately 1,000 feet northwest of the Site. The three industrial water <br /> supply wells are located on the Site. The four domestic water supply wells are located <br />
