s
Mosquito Abatement
1 Page 2
PHSIEHD fled a Notification of Hazardous Waste Dischar a {Pro 65 on February 3,
g:. p ) ry
1992 stating that the site was placed into the Local Oversight Program (LOP) and
that additional site assessment was required to deterr l,ine the nature and extent of
j contamination. Subsequently, on February 10, 1994, you received notification that
the site was placed into the LOP and that additional soil remediation would be
necessary. PHS/EHD also suggested that the dry monitoring wells could be used for
vapor extraction and requested that an additional monitoring well be installed.
A fourth monitoring well was installed on June 14, 1992 in a suspected downgradient
direction. While groundwater contamination was not detected, this well is located
approximately 100 feet away from the area where soil contamination is evidenced.
i
During July 1994, additional soil and groundwater investigation occurred and further
evidenced soil contamination to 50 feet below ground surface. Also monitoring wells,
MW2 and MW3 were destroyed.
You stated that barriers to the investigation of the former tank area were the newly
installed tanks' monitoring system which reportedly is encased in fiberglass conduit
without any metalized markings for detection.
PHSIEHD i
also stressed the importance that the laboratory used for analysis achieve
approved detection limits for soil and groundwater as outlined in regulatory
guidelines.
I
PHSIEHD indicated that a summary of all the prior soil, andgroundwater analytical
results from the tank removals, over-excavation, soil borings',,groundwater monitoring
wells and hydropunches should be prepared and submitted immediately. As was
agreed during our meeting a corrective action plan, as'loutlirFed in the California Code
of Regulations, necessary to remediate the residual soil contamination which poses a
threat to groundwater, shall be submitted by April 15, 1995. fi Also, you may be asked
to install additional monitoring wells in the area of the former tank pit to replace wells
which were destroyed.
I
,
7759 South Airport
Current Tank Status
Tank # Contents Size .i Status
1798-1 larvicide oil 8,000 gal !j Removed 3/13/1987
1798-2 weed oil 8,000 gal Removed 3/13/1987
{ 1798-3 regular gas 6,000 gal Removed 3/13/1987
1798-4 aviation fuel 12,000 gal i Removed 3/13/1987
1798-5 unleaded gas 2,000 gal Removed 5/29/1987
1798-6 unleaded gas 1,000 gal fi .Removed 5/29/1987
1798-7 aviation fuel 8,000 gal k lbstalled 4/20/1987
1798-8 unleaded gas 6,000 gal ; Installed 4/20/1987
1798-9 larvicide oil 8,000 gal Installed 4/20/1987
1799-10 larvicide oil 8,000 gal i Installed 4/20/1987
i - l
