Mosquito Abatement Dist.
5503 S. Airport Way
Stockton, CA 95206
RE: 200 N. Beckman Rd. , Lodi , CA
The report of the most recent soil analysis and- proposal for preliminary site assessment
has been received and reviewed.
The San Joaquin Local Health District has no objection to the proposed installation of
three groundwater monitoring wells in order to document whether groundwater contamination
has occured and to determine the local groundwater gradient.
Prior to starting this work, a preliminary site assessment work plan must be submitted by
your geotechnical consultant which includes the following.
1. A p.l•ot plan showing the proposed well locations and description of construction
methods and well design. Monitoring wells should be screened 20 feet below and 10 feet
above the water table unless circumstances encountered during drilling warrant altern-
ative design.
2. Description of soil sampling and identification techniques. Soil samples shall be
obtained at 5 feet intervals or less during construction of each well . The actual
number of samples to be submitted for analysis initially will be agreed upon by the
San Joaquin Local Health District staff and the consultant. All samples not anlyzed
will be preserved for possible analysis at a later date if required.
3. A monitoring well permit application to be submitted with permit fee. Please note
that monitoring well permits can only be issued to a C-57 drilling contractor. A
contractor's license questionaire and certificate of workman's compensation insurance
must be on file with this office.
4•. Analysis for both water and soil shall be performed for BTX (EPA 8020 or 602) and total
hydrocarbons (EPA 8015 modified) .
It is our understanding that the new underground storage tanks would not be located in the
contaminated area and their installation would not interfere with this site assessment
and any remedial action work which may be required.
The site assessment work plan and monitoring well permit application must be submitted
within 30 days of the date of this letter.
Contact Laurie Cotulla, R.S . at (209)466-6781 Ext 56 if you have any questions.
JOgi Khanna, M.D. , MPH
District Heal OfTfier
C.
