Box 388 • Stockton, CA 95201-0388 <br /> 209/468-3420 �- <br /> BRETT HUNTER <br /> ENVIRONMENTAL ENGINEER MAILED 0 E C 2 61995 <br /> CHEVRON USA <br /> P O BOX 5004 <br /> SAN RAMON CA 94583-0804 <br /> RE: Lincoln Village Chevron Station #9-4275 SITE CODE: 1952 <br /> 2905 West Benjamin Holt <br /> Stockton CA 95207 <br /> San Joaquin County Public Health Service, Environmental Health Division (PHS/EHD) <br /> recently held a meeting on December 8, 1995 with you and Kent O'Brien of Geraghty <br /> and Miller to discuss PHS/EHD correspondence dated November 30, 1995. <br /> PHS/EHD has summarized agreements which were reached during this meeting for <br /> your consideration. <br /> Considerable discussion ensued regarding the August 31, 1995 work plan's statement <br /> that PHS/EHD approval would include acceptance of the specified remediation goals <br /> and conceptual Management Plan. PHS/EHD further clarified soil remediation goals <br /> which are based on the potential threat to groundwater which residual soil <br /> contamination may pose. A discussion followed which illustrated basic conceptual <br /> differences with regard to contamination migration and absorption and desorption. <br /> PHS/EHD maintains that residual soil contamination which poses a threat to <br /> groundwater must be remediated regardless of method of disposition. Residual soil <br /> contamination occurs directly from the former leaking underground storage tanks and <br /> from migration of contaminated groundwater through saturated soil. <br /> Rather than accept the work plan as a corrective action plan, PHS/EHD agreed to <br /> approve the work plan as an expanded feasibility study/interim remediation work plan. <br /> PHS/EHD reiterated a desire to initiate remediation at this site as evidenced through <br /> numerous requests in correspondence over the last several years. <br /> The discussion about duel completed vapor extraction/air sparge wells provided <br /> further information about their application and usefulness. Mr. O'Brien explained that <br /> under no circumstances would the same vapor extraction well and air sparge well be <br /> operated simultaneously. PHS/EHD, under those circumstances, indicated <br /> conceptual design approval; however, PHS/EHD maintains that channelling may <br /> affect remedial effectiveness with duel vapor extraction/air sparge well construction. <br /> A Division or 45an Joaquin County Health Care Services <br />
