San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.sogov.org/ehd <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PREMIER FINISHING 7910 S LONGE , STOCKTON January 15, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 118 CCR 66265.16(d) Failed to maintain complete personnel training records. <br /> Employee training records for the management of hazardous waste were incomplete.The following items were not <br /> observed during the inspection: <br /> -The names of the employees filling each job position related to hazardous waste management. <br /> -The maintenance job description. <br /> -Records that show the maintenance workers were properly trained. <br /> -A written description of the type and amount of both introductory and continuing training needed for each position. <br /> Employee training records shall include: <br /> 1. the job title for each position at the facility related to hazardous waste management, and the name of each <br /> employee filling each job; <br /> 2. written job description for each position listed above; <br /> 3. written description of the type and amount of both introductory and continuing training that will be given to <br /> each person filing positions listed above; <br /> 4. records that document that the training has been given to and completed by facility personnel. <br /> Training records on current employees shall be kept until closure of the facility. Training records on former <br /> employees shall be kept for at least three years from the date the employee last worked at the facility. Ensure that <br /> employee training is properly documented. Submit to the EHD the above documents that were not observed during <br /> the inspection. <br /> This is a minor violation. <br /> 119 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> Copies of hazardous waste disposal records for used oil and oil filters from the forklifts and the compressor were <br /> not found on site. The forklifts are serviced by Watts. If the used oil is being taken with the service company,the <br /> following documentation needs to be kept for the facility to show that the repair business is following California <br /> Health and Safety Code Section 25250.12 under Article 13 of <br /> Management of Used Oil: <br /> -The amount of used oil generated showing that no more than 55 gallons is transferred in the vehicle at any one <br /> time. <br /> -The name and address of where used oil is being transported to. <br /> -The date the used oil is generated. <br /> This does not apply to the generation of oily water. <br /> Used oil filters need to be managed according to hazardous waste laws and regulations. <br /> Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts <br /> used in a consolidated manifesting procedure on site for three years and have them readily available for review. <br /> Immediately locate a copy of all manifests and receipts for the last three years and maintain them on site.
