Waste Discharge Requirements Order No. R5-2003-0061 (NPDES No.
CA0082848), adopted by the Regional Water Board on 25 April 2003, prescribed requirements for
the discharge. Order No. R5-2003-0061 included effluent limitations for several constituents, with
which the Discharger could not immediately comply.
2. Cease and Desist Order No. R5-2003-0062, adopted by the Regional Water Board on
25 April 2003, provided a time schedule for the Discharger to comply with the effluent limitations
that the Discharger could not immediately comply.
3. The Discharger recently completed the construction of a pump station and dual forcemain project
that allows for discharge of the Flag City wastewater to the City of Lodi White Slough Water
Pollution Control Facility (WPCF). As of 10 April 2008, all wastewater flows from the Flag City area
are being directed to the Lodi WPCF, and the discharge to Highline Canal has ceased. The Issuance of this Order is exempt from the provisions of the California Environmental Quality Act
(Public Resources Code, Section 21000 et seq.), in accordance with Title 14, California Code of
Regulations, Section 15321.
