CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> 11020 Sun Center Drive #200, Rancho Cordova, California 95670 <br /> PUBLIC HEARING <br /> concerning <br /> RESCISSION OF A NPDES PERMIT AND CEASE AND DESIST ORDER <br /> For <br /> SAN JOAQUIN COUNTY SERVICE AREA 31 <br /> FLAG CITY WASTEWATER TREATMENT PLANT <br /> SAN JOAQUIN COUNTY <br /> On 25 April 2003, the Regional Water Quality Control Board, Central Valley Region <br /> (Regional Water Board) adopted Waste Discharge Requirements Order No. <br /> R5-2003-0061, NPDES No. CA0082848, prescribing waste discharge requirements for <br /> the San Joaquin County Service Area 31 (Discharger) for a surface water discharge <br /> from the Flag City Wastewater Treatment Plant to Highline Canal, within the <br /> Sacramento-San Joaquin Delta. At the same time, the Regional Water Board adopted <br /> Cease and Desist Order No. R5-2003-0062 (CDO), which set forth tasks and a <br /> compliance schedule to achieve compliance with effluent limitations for several <br /> constituents with which the Discharger could not immediately comply. The Discharger <br /> recently completed the construction of a pump station and dual forcemain project that <br /> allows for discharge of the Flag City wastewater to the City of Lodi White Slough Water <br /> Pollution Control Facility (WPCF). As of 10 April 2008, all wastewater flows from the <br /> Flag City area are being directed to the Lodi WPCF, and the discharge to Highline <br /> Canal has ceased. Therefore, the Orders are no longer necessary, and the Discharger <br /> requested the rescission of the Orders by letter dated 29 April 2008. The Regional <br /> Water Board will consider rescinding the NPDES permit and CDO. <br /> A public hearing concerning this matter will be held during the Regional Water Board <br /> meeting that is scheduled for: <br /> DATE: 12/13 June 2008 <br /> TIME: 8:30 am <br /> PLACE: Central Valley Regional Water Quality Control Board <br /> 11020 Sun Center Drive #200 <br /> Rancho Cordova, California 95670 <br /> The designated parties for this hearing are as follows: <br /> • Staff of Central Valley Regional Water Board <br /> • San Joaquin County Service Area 31 Staff <br /> Only designated parties will have these rights: to call and examine witnesses; to <br /> introduce exhibits; to cross-examine opposing witnesses; to impeach any witness; and <br /> to rebut the evidence against him or her. All other persons wishing to testify or provide <br /> comments are interested persons and not designated parties. Such interested persons <br /> may request status as a designated party for purposes of this hearing by submitting <br /> such request in writing to the Board no later than 5 June 2008.
