Sterling Drive, Suite 100 3120 Tracy Boulevard, Suite A
Mountain House, CA 95391 Tracy, CA 95376
CONDITIONAL APPROVAL, GROUNDWATER MONITORING WORKPLAN, MOUNTAIN
HOUSE CSD AND TRIMARK COMMUNITIES, SAN JOAQUIN COUNTY, SAN JOAQUIN
COUNTY
I have reviewed the recently submitted Groundwater Monitoring Workplan, prepared by
Engeo, Inc. The workplan is dated 17 April 2007, but it was not received at the Regional
Board office until 22 June 2007. The workplan was prepared to characterize groundwater
quality at the new Water Treatment Plant (WTP) prior to waste application at the sludge drying
beds as part of preparation of a Report of Waste Discharge for the WTP. Please address the
following items:
1. For the well construction portion of the workplan, the following comments are provided:
a. The depth to groundwater is anticipated to be approximately 8-12 feet below ground
surface (bgs) but the proposed wells screen the interval from 20 to 30 feet bgs. The
wells should be constructed to monitor the first saturated interval. Please reconsider
the screen interval.
b. The well casing should be surged after the sand pack has been installed and before
the bentonite transition seal is placed if conditions in the borehole allow. This
should be considered especially important because only one foot of filter pack will
be placed above the screen interval.
2. The workplan description of the procedure for sampling wells that do not recover quickly
states, "Low recharge wells will not be drawn down more than 50 percent of the original
volume during purging." This may not be adequate to allow collection of representative
samples. Consider returning 24-hours after the well is purged to collect samples if the
recharge rate is slow.
3. The discussion of sample collection does not state how the sample will be collected (i.e.
pump discharge, bailer, etc.); please state how samples will be collected. The Data
Quality Objectives section of the Workplan states, "...all groundwater sampling
equipment is dedicated," but no discussion of the equipment is provided.
4. Please provide a summary table that lists all the analytes, the sample container (including
size), preservatives, and analytical method hold times for use by sampling personnel.
5. Please add the following analytes to the list of analytes:
a. Total coliform organisms (note short hold time).
California Environmental Protection Agency
Qd Recycled Paper
