The workplan is dated 17 April 2007, but it was not received at the Regional <br /> Board office until 22 June 2007. The workplan was prepared to characterize groundwater <br /> quality at the new Water Treatment Plant (WTP) prior to waste application at the sludge drying <br /> beds as part of preparation of a Report of Waste Discharge for the WTP. Please address the <br /> following items: <br /> 1. For the well construction portion of the workplan, the following comments are provided: <br /> a. The depth to groundwater is anticipated to be approximately 8-12 feet below ground <br /> surface (bgs) but the proposed wells screen the interval from 20 to 30 feet bgs. The <br /> wells should be constructed to monitor the first saturated interval. Please reconsider <br /> the screen interval. <br /> b. The well casing should be surged after the sand pack has been installed and before <br /> the bentonite transition seal is placed if conditions in the borehole allow. This <br /> should be considered especially important because only one foot of filter pack will <br /> be placed above the screen interval. <br /> 2. The workplan description of the procedure for sampling wells that do not recover quickly <br /> states, "Low recharge wells will not be drawn down more than 50 percent of the original <br /> volume during purging." This may not be adequate to allow collection of representative <br /> samples. Consider returning 24-hours after the well is purged to collect samples if the <br /> recharge rate is slow. <br /> 3. The discussion of sample collection does not state how the sample will be collected (i.e. <br /> pump discharge, bailer, etc.); please state how samples will be collected. The Data <br /> Quality Objectives section of the Workplan states, "...all groundwater sampling <br /> equipment is dedicated," but no discussion of the equipment is provided. <br /> 4. Please provide a summary table that lists all the analytes, the sample container (including <br /> size), preservatives, and analytical method hold times for use by sampling personnel. <br /> 5. Please add the following analytes to the list of analytes: <br /> a. Total coliform organisms (note short hold time). <br /> California Environmental Protection Agency <br /> Qd Recycled Paper <br />
