R5-2007-0039 [NPDES NO. CA0084271] AND
TIME SCHEDULE ORDER NO. R5-2007-0040 FOR MOUNTAIN HOUSE COMMUNITY
SERVICES DISTRICT), CENTRAL VALLEY WATER BOARD: PETITION REVIEW
SWRCB1CCC FILE A-1849
We have begun a preliminary review of the petition filed by the California Sportfishing Protection
Alliance (CSPA). Based on our review, it appears that there are a number of discrepancies
between the allegations in the petition and Order No. R5-2007-0039. For example, the petition
states that the order includes compliance schedules for aldrin, bis(2-ethylhexyl)phthalate,
cyanide, heptachlor and THMs. The order, however, does not appear to contain compliance
schedules for these constituents. Likewise, the petition references average and maximum
effluent EC levels and the interim permit limit for EC. The values cited are different than the
values contained in the permit and fact sheet. Similarly, the petition states that the permit fact
sheet, on page 53,.reveals that there were 13 copper samples. The actual number cited on
page 53 is 9.
Please note that we have not reviewed the petition in detail. However, at this point, we are
unable to proceed with processing the petition. In order for the petition to be considered
complete, please submit a revised, corrected petition to this office within 30 days of the date of
this letter.
If you have any questions, please contact me at (916) 341-5173.
Sincerely,
Sheila
Senior Staff Counsel
cc: See next page
California Environmental Protection Agency
ORecycled Paper
