The original 12 March 2004 submittal was deemed incomplete and the Regional Board <br /> required resubmittal of the workplan. <br /> The revised workplan was submitted in response to Provision F.4 in Waste Discharge Requirements <br /> (WDRs) Order No. 98-109. Please address the following items and resubmit the workplan: <br /> 1. Staff do not agree that the proposed well locations shown on Figure 1 will be adequate to <br /> characterize groundwater quality both upgradient and downgradient of the Proposed Reclamation <br /> Field. Wells 10, 11, and 12 are located adjacent to Old River and may be too close to the river to <br /> allow characterization of groundwater flowing toward the river from the Proposed Reclamation <br /> Field. It is also noted that Wells 7, 8, and 9 are located within the Reclamation Field. A description <br /> of the institutional controls that will prevent those wells from being impacted by the wastewater <br /> application is required. Please contact staff to finalize the well locations prior to submitting a <br /> revised report. <br /> 2. Workplan Section 4.2 describes the proposed pond monitoring well as upgradient of the wastewater <br /> storage ponds and states that Wells 13, 14, and 15 won't be installed until the proposed Ponds No. <br /> 2A and 2B are constructed. Staff sees no reason to delay installation of the wells. However,prior to <br /> installing the wells, the locations need to be finalized. Well MW-13 appears to be downgradient of <br /> the proposed ponds, the purpose of Well MW-14 is questionable, and the proposed location of Well <br /> MW-15 is close enough to the proposed ponds to possibly be influenced by it and the well is also <br /> downgradient of the "Existing Water Quality Basin."
