Therefore,
Mountain House Trimark Community(Discharger) shall resubmit the report. The revised report shall
address the following items:
1. Future submittals shall include names for all proposed wells, agricultural drain sampling locations,
land application areas, wastewater ponds, and soil sampling locations. Failing to identify each
feature makes specific comments on the workplan more difficult.
2. The proposed well locations shown on Figure 1 may not be adequate to characterize groundwater
quality both upgradient and downgradient of the Proposed Reclamation Field. Staff notes that three
of the proposed wells are located adjacent to Old River and may be too close to the river to allow
characterization of groundwater flowing toward the river from the Proposed Reclamation Field. The
revised report shall include an evaluation of the groundwater flow conditions in the existing land
application area (located southeast of the Proposed Reclamation Field) to determine groundwater
flow directions. The proposed wells shall be located based on that information.
3. Workplan Section 4.2 describes the proposed pond monitoring well as upgradient of the wastewater
storage ponds. Based on site topography and surface water location, that interpretation seems
unlikely. In order to design an effective groundwater monitoring network, the Discharger must
develop a conceptual understanding of the groundwater conditions at the site. New well locations
shall be proposed based on the available groundwater information. The revised report shall include
information on the groundwater flow directions, including groundwater elevation maps to support
the proposed location of fixture monitoring wells.
4. Staff notes that the groundwater monitoring network for the existing ponds is inadequate. The
workplan shall be revised to add a sufficient number of groundwater monitoring wells to adequately
characterize the groundwater quality for all ponds, including the existing ponds.
California Environmental Protection Agency
Co Recycled Paper
