It is now necessary to plan and execute the <br /> destruction of all wells installed as part of your site investigation and remedial action. The <br /> CVRWQCB will not issue a Case Closure Letter for this site, until EHD verifies the wells have <br /> been properly destroyed and all onsite waste material have been removed and properly <br /> disposed. The wells are to be destroyed within 60 days of the date of this letter or current <br /> analytical data for groundwater collected and shall be submitted quarterly to EHD until the wells <br /> have been properly destroyed. If the wells are not destroyed or monitored as specified, the <br /> EHD will begin enforcement activity for having inactive and abandoned wells at the site. <br /> To precede with the destruction of the wells a permit must be obtained from the EHD by a C-57 <br /> licensed well contractor that meets with the EHD and the San Joaquin County Well Standards <br /> requirements as follows: <br /> All wells with unknown construction and/or located in an area of known or suspected <br /> area of contamination are to be destroyed by removing all the contents of the well <br /> (conductor casing, well casing, screen, filter pack, grout sealant); the cleared borehole is <br /> then to be sealed with neat cement by pressure grouting from the bottom upward to a <br /> depth of three to five feet below grade. <br /> MW-3 is located in an area of known contamination and shall be destroyed by removing <br /> all the contents of the well, as soil contamination was reported during installation of MW- <br /> 3 at 60 feet below grade surface (bgs) with TPHd at 69 mg/kg, and at 65 feet bgs with <br /> TPHg at 1.1 mg/kg; toluene at 0.018 mg/kg; ethylbenzene at 0.026 mg/kg; and xylenes <br /> at 0.058 mg/kg). <br /> Wells that have laboratory data from the last sampling event that report non-detectable <br /> concentrations of contaminants of concern and with acceptable laboratory detection <br /> limits, may be destroyed by pressure grouting from the bottom upward, while leaving the <br /> well casing in place. The top three feet or more of the well shall be drilled out with an <br /> auger that is at least one foot larger than the auger originally utilized to install the well, <br />
