Broadway Avenue <br /> Stockton, CA 95205 <br /> Subject: Frank Spingolo Trucking Company Site Code: 1526 <br /> 1011 Broadway Ave. <br /> Stockton, CA <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed Additional Site <br /> Assessment Report (Report) dated August 8, 2007, prepared by your consultant, Advanced <br /> GeoEnvironmental, Inc (AGE) for the above subject site. <br /> Two soil borings (P-5, P-6) were advanced in areas previously identified with residual petroleum <br /> hydrocarbon contamination. Soil samples were collected, analyzed by a laboratory, and the <br /> results compared to the San Francisco Bay Regional Water Quality Control Board <br /> Environmental Screening Levels (SFBRWQCB ESL's). Soil boring P-5 was completed to 20 <br /> feet below surface grade (bsg) in the area of the former gasoline UST. Soil boring P-6 was <br /> proposed to be advanced to 65 feet bsg but was terminated at 50 feet bsg because the boring <br /> equipment couldn't probe any deeper. The soil sample from P-6 at 50 feet bsg contained 4900 <br /> milligrams per kilogram (mg/kg) of total petroleum hydrocarbons as diesel (TPH-d). <br /> The EHD and the Central Valley Regional Water Quality Control Board (CVRWQCB) staff have <br /> discussed the site information and the EHD provides the following comments. <br /> 1. The vertical extent of the soil contamination has not been defined. High <br /> concentrations of TPH-diesel have been documented between 15 and 50 feet bgs in <br /> the area where P6 was advanced and low concentrations of TPH-d were found at 60 <br /> feet bsg when monitoring well MW3 was installed. Low concentrations of TPH as <br /> gasoline, benzene, toluene, ethyl benzene and xylene have also been documented <br /> in soil samples collected when the gasoline UST was removed and from P5 and <br /> MW3 when they were bored. <br /> 2. The Report contains a comparison of soil sample results for some contaminants to <br /> the SFBRWQCB ESL's and concludes that detections of petroleum hydrocarbons in <br /> the soil do not pose a human health risk. Soil gas samples have not been obtained <br /> to complete the soil vapor evaluation and the 11,000 mg/kg of TPH-d that was found <br /> in P-6 at 20 feet bsg exceeds the direct exposure screening level, so this conclusion <br /> in the Report is not appropriate. Please note that the SFBRWQCB ESL's have been <br /> changed and currently all contaminants of concern must be evaluated for vapor <br /> emissions using soil gas sample results. <br />
