SAN <br /> J O A Q U I N -,nvironmental Health Department <br /> COUNTY <br /> Complaint Record Daily Time and Activity Summary from 7/31/2017 to <br /> 8/15/2017 for C00043917 located at <br /> 3028 NAVY DR <br /> Activity Date Recorded by <br /> 08/10/2017 9:00 AM: Meeting at Pacific Ethanol with Garret Backus, Jordan Cain and Joe PE 2546 FLORIDO <br /> Iso min Teubner of Pacific Ethanol, Jason Cashman from the Port of Stockton, Thomas SC 544 <br /> Jensen ofArcadis, and Jason Guzman of Ponder Environmental. We met to discuss <br /> the status of the spill clean up, which is not yet complete. Joe Teubner, Pacific <br /> Ethanol Plant Manager, indicated he would like to receive direction from the State <br /> Waterboard, if possible, before continuing on with the excavation. Thomas will be <br /> taking soil samples of the"left-in-place"soil to test for any remaining ethanol, which <br /> are to be provided to the State Waterboard. Garrett and I indicated that the EHD <br /> should be sent a copy of the test results, as well. Garrett and I indicated that we <br /> would be calling the State Waterboard today to ask if the State will accept the spill <br /> case. Garrett indicated if the State accepts the case, the EHD will no longer be <br /> involved. I took photos of the various areas excavated. <br /> 10:30 AM: Garrett and I attempted to contact Brad Shelton at the State <br /> Waterboard, however he is currently off on vacation. <br /> We then called Leona Winner(916-255-6679), a project manager at DTSC. Leona <br /> indicated that Pacific Ethanol may submit an application to have the DTSC accept <br /> the spill case. Leona indicated that she would email the application to Garrett. I will <br /> email the application to Jordan once received. <br /> Lastly, Garrett and I called Steven Meeks at the State Waterboard. Steven Meeks <br /> stated he would accept the case and have an available staff member at the State <br /> Waterboard look into the case. Steven indicated that I may email him all of the <br /> paperwork and information regarding the spill case to-date. Garrett indicated we <br /> would also mail Steven a physical copy of the paperwork. <br /> 11AM: I called Jordan Cain to let her know that the case is being referred to the <br /> State, and that all the EHD needs now from her is the disposal records for any <br /> waste generated from the spill and spill clean up. Jordan Cain indicated she also <br /> spoke to Steven Meeks and that she would be in contact with me regarding the <br /> disposal records. <br /> 11:15AM: Created a photo log with the photos taken today. <br /> 3:40PM: Emailed Jordan Cain the DTSC application for a Request for Agency <br /> Oversight of a Brownfield Site, along with Leona Winner's contact information: <br /> Ms Leona Winner, Project Manager <br /> Brownfields and Environmental Restoration Program <br /> Department of Toxic Substances Control <br /> 8800 Cal Center Drive <br /> Sacramento, CA 95826 <br /> (916)255-6679 <br /> Leona.Winner@dtsc.ca.gov <br /> 08/10/2017 On site with Elianna Florido and site personnel.
