CENTRAL VALI cY REGIONAL WATER QUALITY CONTROL BOARD <br /> INSPECTION REPORT <br /> 7 October 1992 <br /> DISCHARGER: Zuckerman Ranch <br /> LOCATION & COUNTY: McDonald Island, San Joaquin County <br /> CONTACT(S) : None <br /> INSPECTION DATE: 29 September 1992 <br /> INSPECTED BY: Steve Rosenbaum, Bill Croyle <br /> ACCOMPANIED BY: <br /> OBSERVATIONS AND COMMENTS: <br /> During our inspection of the PG&E facility on McDonald Island, we observed solid waste <br /> discharged to a portion of Whiskey Slough as shown on Figures 1 and 2 (attached) . <br /> Solid waste extended about 500 to 600 feet along the slough north of the PG&E ponds. <br /> About 50 to 60 feet of the slough had also been filled south of the dirt road. <br /> Waste discharged to the slough included numerous pesticide containers which had not <br /> been triple rinsed. The labels on the containers included Ridomil , Bravo 500 and <br /> Diquat. Agricultural waste in the slough included spoiled produce, used plastic <br /> sheeting, wood pallet debris. Household refuse, 55-gallons drums, oily rags and used <br /> oil filters were also present. No cover soil was observed on the refuse north of the <br /> dirt road. The area of waste south of the road was partially covered with soil . <br /> The island is controlled by Zuckerman Ranch. During our inspection, we observed a <br /> ranch truck dumping wood waste into the landfill . The truck was driven by a farm <br /> worker. <br /> Zuckerman Ranch discharged waste that could affect the quality of waters of the state <br /> without filing a report of waste discharge as required by Section 13260 of the Water <br /> Code and without a waiver as described by Section 13269 of the Water Code. Furthermore, <br /> the siting and operation of this landfill does not comply with California Code of <br /> Regulations, Title 23, Division 3, Chapter 15. The discharge of potentially hazardous <br /> waste such as pesticide containers with residual amounts of pesticides and used oil <br /> filters may be a violation of State and Federal law. <br /> CONCLUSIONS AND RECOMMENDATIONS: <br /> I contacted Mary Jensen of the San Joaquin Agricultural Commissioner's office regarding <br /> the pesticide container violations. I contacted Alan Biederman of the San Joaquin <br /> County Public Health Services, Environmental Health Division, regarding the landfill <br /> violations. I recommend we let San Joaquin County staff take the enforcement lead in <br /> getting this site closed and cleaned up.
