SANJ O A Q U I N Environmental Health Department <br /> COUNTY— <br /> Complaint Record Daily Time and Activity Summary from 1/24/2015 to <br /> 8/24/2017 for COTQBWOJS located at <br /> E Liberty and Elliott Rd <br /> Activity Date <br /> Recorded by <br /> farmer and that she should be receiving a call back. <br /> While onsite observed PSC pressure washing the pavement, and although the <br /> rinsate liquids were being vacuumed up, some rinse water was running off the <br /> road surface into the soil. Told Irene that dry absorbent application to road surface <br /> is acceptable and EHD is not requiring the pavement to be pressure washed. <br /> Irene indicated that the requirement is coming from PGE. Indicated to Irene that <br /> the run off is leaving the paved area and it's a concern that not all rinsate is being <br /> captured. Irene stopped the pressure washing at this time. Left the site. Received <br /> a call from Irene, who indicated that she texted me the pictures of the area with <br /> caution tape and cones. Reviewed the sent pictures. (from 12 to 1:42 pm, Total <br /> 342 min) <br /> 2:10 pm, received a missed call from Charles with PSC, 408-710-5350. Reviewed <br /> the voice message, calling to see if we can meet onsite. 2:40 pm, called Charles, <br /> discussed the cleanup, Irene with PSC should have filled him in. He indicated that <br /> he will be onsite shortly and when he had the time to evaluate he will call me back. <br /> 3:02 pm, called Charles back, he indicated that ditch doesn't look bad and that he <br /> thinks that it will not take much to get it all done. He indicated that it will take 2-4 <br /> hours to get it all finished. 4:30 pm, called Charles to ask for the status, no <br /> answer, left a voice message. 4:44 pm called Charles, no answer, left a message. <br /> 4:45 pm, called Cerelle with PGE, she was getting a call from Charles and will call <br /> me back as soon as she has more information. 4:47 pm, received a call back from <br /> Cerelle, who indicated that they are still USA-ing and proceeding with the plan to <br /> excavate once the USA has been cleared. Discussed the issue with pavement <br /> pressure washing. Cerelle indicated that it's PGE's policy to pressure wash the <br /> pavement, discussed how if they do they need to control the run off and nothing <br /> should be going into the soil. Let Cerelle know that when I was onsite, PSC crew <br /> was trying to pressure wash and that it was going into the dirt area and I did tell <br /> them that it wasn't acceptable. 5:08 pm, called Cerelle, asked for the status. 5:13 <br /> pm, received a call from Cerelle, who confirmed that all PSC is doing right now is <br /> pressure washing concrete and capturing the run off with a vacuum truck, nothing <br /> is being allowed to flow into the dirt. She also indicated that nothing else will be <br /> done today, and the area will be USA-ed and both shoulders will be excavated <br /> along with the ditch area, due to hard compacted conditions. 7:07 pm, received a <br /> voice message from Cerelle, she indicated that PSC is done for the day, and to <br /> arrange with Alex Steele during the week for anything additional that needs to be <br /> done. (Total 48 minutes) <br /> 05/08/2017 Prop 65 PE 2546 MANZO <br /> 24 min <br /> SC 203 <br /> 05/08/2017 At 08:15am Elena Manzo discussed the spill with me and asked me to call Alex PE 2546 SAEED <br /> 84 min Steele and ask about the status of the clean up. At 08:37am I called Alex and he SC 544 <br /> told me that the cleanup is complete, but he will go there at 11:00am to verify. I <br /> told Alex that I will meet him there . At 10:15am Elena and I left the office and we <br /> arrived on scene at 10:52 am. We inspected the area, and took photos. Cleanup <br /> was not complete; both sides of the road still have contaminated soil. We met with <br /> Alex, and he agreed that cleanup is not complete. Alex told us more excavation <br /> will be scheduled and will notify us. We left the scene at 11:05am and we arrived <br /> at the office at 11:35am. <br /> 05/08/2017 Communication with Alex Steele, who indicated that the clean up is done.
