Cotulla:
Please find the enclosed Preliminary Report, permit applications
and permit fees for the above referenced shite . We have submitted
a copy of this report to Gordon Boggs ait the Central Valley
Regional Water Quality Control Board ,
Three tanks were removed from the site and a pit excavated for
installation of new double wall tanks . A watei sample collected
from the bottom of the pit excavated for JJIthe yew tanks reported
5 . 9 parts per million total petroleum hy'rocarbons . The soil
samples from the old tank pit, which werie collected below the
winter water table, indicate the source i of the water
contamination. l
Although the water table depth is difficult to define due to
fluctuations in response to tides and the stage of the San
Joaquin River, we estimate that during a normal year the winter
water table is approximately 6 feet below grade and is less than
4 feet in wet years .
We have proposed in the Preliminary Report to drill shallow soil
borings around the tank pit to definethe shallow soil
contamination and to remove any cantaminated soils above the
water table from the tank pit . Sampling ollf the excavation walls
above the water table will be performed t16 define contamination
in the near surface soil . This materials will be removed and
-remediated on-site . We believe that thelmajority of the soil
contamination is below the water table and will be treated as
part of the groundwater remediation. A Ilseries of monitoring
wells will be utilized to define the extent of groundwater
contamination:
The installation of the new tanks at this site will not interfere
with either the delineation or clean-upobi contamination at this
site .
