EL RANCHO ROCK & SAND, INC. QUARRY <br /> MVESTIGATION REPORT <br /> SLAB-1 SITE <br /> _ PAGE 1 <br /> 1.0 INTRODUCTION <br /> The El Rancho Rock & Sand, Inc. Quarry, a small sand and gravel processing facility at 8020 <br /> Waverly Road in Linden, began operations some time prior to 1981 as "Linden Aggregates" <br /> and/or "Linden Sand and Gravel". In 1981, the property was issued Use Permit EP-81-9 for <br /> a 67.1 acre quarry site. In 1991, El Rancho Rock & Sand, Inc. (El Rancho) was issued. CUP <br /> QX-91-6 for an expanded quarrying operation which encompassed the entire 480-acre site. <br /> Processing operations at the plant ceased in September of 1993, before the permitted resources <br /> were completely quarried. The plant processing equipment was dismantled and removed from <br /> the site in December of 1993. The operation is now unofficially classified as "idle", or <br /> "inactive", and the approved Reclamation Plan is being implemented by Condor under the <br /> direction of the San Joaquin County Community Development Department. The site location <br /> is illustrated as Figure 1, Location Map. Figure 2, Site Plan, summarizes the site features <br /> " relevant to the reclamation operation currently in progress. <br /> The Reclamation Work Plan (Reclamation Plan) titled "Winter Stabilization Plan, Phase I of <br /> Reclamation", was submitted to the San Joaquin County Community Development Department, <br /> Development Services Division for their review and approval on March 3, 1994. Following <br /> discussions with Mr. Tom Gau, Senior Civil Engineer, the revised Reclamation Plan was <br /> submitted on March 10, 1994. The Phase I work was started on April 11, 1994. <br /> Implementation of the approved Reclamation Plan includes earthmoving, grading, and <br /> recontouring activities, as well as the demolishing and removal of mass and reinforced concrete. <br /> It had been anticipated that areas of potential contamination may be encountered in the near- <br /> surface and subsurface soil materials beneath or near the plant facility as well as in other areas <br /> of the site. A Work Plan, dated April 22, 1994, was submitted to the San Joaquin County <br /> Department of Environmental Health (SJCDEH) that describes the procedures for addressing the <br /> potential contamination. <br /> In accordance with the Work Plan, this Investigation Report has been prepared to characterize <br /> the potential soil contamination that was encountered in the area designated as "Slab-1". As <br /> designated in the Work Plan, this potential contamination is classified as "Type 1 <br /> Contamination". <br /> 2.0 STATEMENT OF THE PROBLEM <br /> — On the morning of April 14, 1994, an area of potential soil contamination (see Figures 3 & 4) <br /> was encountered while performing site grading. The potential contamination was first identified <br /> by the equipment operator who noticed an unusual odor. Grading in this area was immediately <br /> — discontinued. The initial reconnaissance by Condor's site representatives confirmed that a <br /> localized area within a moist processed sand material adjacent to a buried concrete slab was <br /> 1 <br /> ;J CONDOR <br />
