Condor immediately mobilized a portable Organic <br /> Vapor Analyzer - Flame Ionization Detector (FID) to the site to define the approximate <br /> concentration range and distribution of the suspected volatile petroleum hydrocarbons. These <br /> initial FID survey readings showed several localities with 30 ppm organic vapors, and one <br /> — locality with 135 ppm readings, within an area measuring roughly 25 feet by 15 feet. A soil- <br /> filled 2-foot long section of 11/2-inch pipe was found within this area that showed 370 ppm <br /> readings on the inside of the pipe. The SJCDEH was notified of the discovery on the afternoon <br /> -- of April 14, 1994. <br /> Following notification of SJCDEH, an initial set of soil samples was collected from the Slab-1 <br /> T area on April 15, 1994 for laboratory analysis. One sample from each set was analyzed, the <br /> other sample is being held at the laboratory. Initial laboratory results indicated that this potential <br /> contamination was not immediately identifiable and, therefore, had to be treated as an unknown <br /> hazardous contaminant. A second set of soil samples was collected on April 19, 1994 for <br /> additional laboratory analyses. Field screening and sampling techniques, laboratory analytical <br /> results, and recommendations regarding the disposition of this potential contamination are <br /> described below. <br /> 3.0 CHARACTERIZATION METHODOLOGY <br /> This section describes the methodology for documentation and characterization of the potentially <br /> contaminated soil encountered during earthmoving activities associated with implementation of <br /> the approved Reclamation Plan in the Slab-1 area. <br /> — Project management and supervision has been provided by Condor Earth Technologies, Inc., <br /> under the direction of a California Certified Engineering Geologist, on behalf of El Rancho Rock <br /> and Sand, Inc. <br /> 3.1 Health and Safety Plan <br /> The Health and Safety Plan was presented to all field crew workers for their review prior to start <br /> up of the characterization work. Prior to start up of field work, a "tailgate safety meeting" was <br /> held. A copy of the Health and Safety Plan is attached to the Work Plan. <br /> 3.2 Response Activities <br /> Condor notified the San Joaquin County Department of Environmental Health on April 14, 1994 <br /> that the SIab-1 potential contamination was encountered, prior to the start up of field <br /> characterization activities. This notification included plans for field screening and <br /> characterization sampling and testing as described in Sections 3.3, 3.4 and 4.0, below. <br /> L� CONDOR <br />
