Vulcan
Chemical Pechnologiet. Inc.
August 20, 1996 ' E CE I VE D
AUG 2 2 1996
MUNICIPAL U-1 JU DIES
Ms. Diane M. Hinson, R.E.H.S.
Regulatory Compliance Officer
City of Stockton, Dept of Municpal utilities
2500 Navy Drive
Stockton, CA 95206
Dear Diane:
In your recent discussion with Mark Barkley, you had requested a written update as to the
amount of sodium chlorite spilled in the August 12th episode at West Lane & Mosier. As
you and Mark had discussed, it is not possible for us to determine the exact amount of
chlorite spilled. However, we can supply a range which is based upon the estimated
amount of chemical that was in the tank.
Our driver delivered chlorite to West Lane & Mosier station on Fridav, August 9th at
approximately T00pm. There was no leak at this time. The tank was filled to
approximately 1500 gallons by visual inspection. The pump has been set to pump at
approximately 105 gallons per day. The spill was discovered at approximately 10:00am
on Monday, August 12th. Based upon the 105 gpd pump rate, 280 gallons was pumped
during this 64 hour span. Although approximately 280 gallons was pumped, we cannot
determine what percentage of this was pumped to the sewer or to the ground. The
amount of chlorite removed from the tank after the leak was between 1200 and 1300
gallons. In addition, there was between 1=_' inches of chlorite left in the tank which could
not be pumped.
Base upon pump rates and chemical inventory, we can only advise you that less that less
than 280 gallons was spilled. Without determination of the time of sabotage, we cannot
supply the precise volume of chemical spilled to the ground. Please call with any further
questions or concerns.
Sincerely,
Chadd Hermann
Regional Sales Manager
cc. Mr. Jim Butler.
